Commissioners Minutes for September 2, 2020

Commissioners C.R. Bud Motsinger and Rex Hibler met at Little Otter Creek Dam with Greg Pitchford and Jenna Moore of Allstate Consultants and Nate Mechlin of Missouri Department of Natural Resources and Elsa Gallagher of Bee & Butterfly Habitat to discuss the riparian planting for mitigation.

Commissioners Minutes for September 4, 2020

Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse. County Clerk Christine Owen and Commissioner Jonathan Abbott were absent.

Payroll was signed.

Commissioners met with Collector/Treasurer regarding an abatement of 3 years taxes on a Breckenridge property that she sold.

Commissioners spoke by phone with Andy Greenwood about zoning on a property in Breckenridge.

Commissioners met with Colt Arnold regarding planning and zoning discussions.

Commissioners spoke by phone with Justin Pollard about brush on roads in Mirabile and Rockford Township.

Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance. Commissioner Jonathan Abbott was absent.

Weekly bills were paid.

Commissioners met with Jeff Campbell, Road and Bridge Supervisor. He reported that he had a deposition next week on Log Creek Bridge lawsuit. Recycling starts back up today.

Commissioner Rex Hibler moved to accept the bid from Kaufman Trailers of SC, Inc. for $36,765 for a 35 ton detach neck air ride chassis trailer. Bud Motsinger made the second and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.

Commissioners met with Assessor Beverly Alden to discuss e-filing of the assessment sheets.

Commissioners had a conference call with Danny Kincaid of DanComp Computers to discuss archiving county social media.

Commissioners had a conference call with Dawn Floyd, board member of Anderson Park to discuss purchasing products for the park.

Commissioner Bud Motsinger attended the Caldwell County Extension Council meeting.

Commissioners C.R. Bud Motsinger and Rex Hibler had a conference call with Commissioner Jonathan Abbott, Sheriff Jerry Galloway and CCDC Administrator Angie Lager to discuss salaries at the detention center in order to get qualified people to apply.

Commissioners Minutes for September 14, 2020

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance.

Weekly bills were paid.

Commissioners signed the Memorandum of Understanding with Tracy Carman of the Health Department for up to 15% of CARES Act funds to be dedicated to the Health Department. The document will now go to the State to be signed by State Treasurer Scott Fitzpatrick.

Commissioners met with Road & Bridge supervisor Jeff Campbell. He brought an updated list of the brush letters sent out. The new semi low boy will be delivered today. They will place a sign on JC Penney Road to alert public of a tube starting to wash out.

Commissioners received several CARES Act applications for Phase 2 of the funding. The applications were due in the clerk’s office today.

Commissioners met with Assessor Beverly Alden to discuss salary schedule.

Commissioners met with Danny Kincaid of DanComp Computers LLC to discuss social media archiving.

Commissioners met with Terry Rumery to discuss interest in county economic development.

Commissioners reviewed the 2018-2019 audit report.

Commissioners called Sheriff Jerry Galloway to discuss Law Enforcement salary schedule.

Commissioners met with Carlee Quinn and Carla Rose from the Caldwell County MU Extension office for updates.

Commissioner C.R. Bud Motsinger participated in a virtual Zoom meeting for the planning of the 2021 GNW Day at the Capitol.

Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Commissioner Jonathan Abbott was absent.

Payroll was signed.

Commissioners held the quarterly department meeting upstairs in the large courtroom to accommodate social distancing.

Commissioners met with Sheriff Jerry Galloway to discuss deputy and dispatch salaries.

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance.

Weekly bills were paid.

Commissioners met with Jeff Campbell, Road and Bridge Supervisor. They are continuing work on Longhorn Road bridge wing wall. We are waiting on Burns & McDonnell design to proceed with bridge replacement on Galloway Road. Recycling has started again.

Commissioners called Joann Wilson, President of the Senior Services Tax Board regarding the need to have someone appointed before the next meeting on October 13, 2020.

Commissioner Rex Hibler moved to appoint Debbie Fleming to the Senior Services Tax Board to represent the Kingston area. Jonathan Abbott seconded and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.

Commissioners met with Bob Witmer, Courthouse security guard, regarding courthouse security.

Commissioners met with Colt Arnold regarding the courthouse repairs. The hot water heaters are not working correctly and the electrical current to the heaters need to be checked.

Commissioners received a call from Chariton County Commission. They had questions on how we handle the brush law.

Commissioners met with Jeff Campbell, Road and Bridge Supervisor. He reported that they completed the wing wall on Long Horn Drive and put tubes in on Rock Island Road. They are working on a project for Lincoln Township now. They discussed some planning and zoning issues. The commissioners asked him to look at the flagpole that was bent from the high winds and see what he would need to straighten it.

Commissioners met with Mark Merrill for update on Emergency Management.

Commissioners met with Terry Rumery regarding economic development for the county.

The County Commissioners are seeking an agent of record to handle the Medical Insurance needs for the employees of the county from January 1, 2021 to December 31, 2021.

Commissioners met with Jeanie Cunningham of Mike Keith Insurance Inc. (Warrensburg, MO).

Commissioner Jonathan Abbott arrived.

Commissioners met with David Hickman & John Hickman of HIC Agency Inc. (Overland Park, KS).

Commissioners met with Justin Hill of Visor Agency a Div. of Missouri General Insurance (St. Louis, MO).

Commissioners met with Tracy Carman regarding a reimbursement from the CARES Act funds.

Commissioner Bud Motsinger moved to approve $27,983.32 from the CARES Act funds to the Caldwell County Health Department. Jonathan Abbott seconded and a roll call voted was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.

Commissioner C.R. Bud Motsinger participated in a teleconference for CLEO Summit training for a State-wide Workforce Development Board. He was appointed as representative for the Northwest region for the next 2 years.

Commissioners continued meetings with potential companies as an agent of record to handle the Health Insurance needs for the employees of the county.

Commissioners met with Jeremy Billington, President of Billington Insurance (Johnston City, IL).

Commissioners met with Todd Joe of John Joe Insurance Agency (St. Joseph, MO).

Commissioners met with Randy Steele & Misty Sampsel of Hutchinson Insurance Agency (Chillicothe, MO).

Commissioners continued to review CARES Act applications.
