November 2022 Meeting Minutes

November 7, 2022
Commissioner Motsinger called the meeting to order in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Roll call: Bud Motsinger; present, Rex Hibler; present, Jonathan Abbott; present. The meeting was opened with the Pledge of Allegiance. Commissioner Hibler moved to approve the agenda and Commissioner Motsinger seconded. A roll call vote was taken; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea. Weekly bills were paid and the pooled cash report was reviewed.
Commissioners met with Jeff Campbell of Road and Bridge. They discussed the FEMA projects they would be working on this week.
Commissioners met with Larry Chipman to discuss ARPA applications the committee approved.
Commissioner Hibler moved to approve application #29, 33, 36. Commissioner Abbott seconded the motion. A roll call vote was taken; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea. Commissioner Hibler moved to approve application # 37. Commissioner Motsinger seconded the motion. A roll call vote was taken; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott recuse.
Commissioners participated in a Zoom call with Allstate Consultants for an update on Little Otter Creek construction and mitigation progress.
Commissioners met with Terry Rumery of Rumery & Associates and Assessor Beverly Alden. They participated in a call with Adelite Solar to discuss chapter 100 bonds.
Commissioners met with Sheriff Mitch Allen and 911 Coordinator Hillary Hosman to discuss Mercer County dispatch associated with a grant awarded to ACCD 911.
Commissioners met with Crime Victim Advocate Cindy McElwee about courthouse elevator. Parts have been ordered for the repairs

Commissioner Hibler called the meeting to order in the commissioner’s room of the Caldwell County Courthouse. County Clerk Christine Owen was absent. Roll call: Bud Motsinger; absent, Rex Hibler; present, Jonathan Abbott; present. The meeting was opened with the Pledge of Allegiance.
Commissioner Hibler moved to approve the agenda and Commissioner Abbott seconded. A roll call vote was taken; Bud Motsinger was absent; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners signed bi-weekly payroll

November 14, 2022
Commissioner Motsinger called the meeting to order in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Roll call: Bud Motsinger; present, Rex Hibler; absent, Jonathan Abbott; present. The meeting was opened with the Pledge of Allegiance. Commissioner Abbott moved to approve the agenda and Commissioner Motsinger seconded. A roll call vote was taken; Bud Motsinger voted yea; Rex Hibler was absent; Jonathan Abbott voted yea.
Weekly bills were paid and the pooled cash report was reviewed.
Commissioners met with Jeff Campbell and Melissa Poje of Road and Bridge. They discussed the FEMA projects they would be working on this week and brush letters.
Commissioner Hibler arrived.
Commissioners met with Emergency Management Director Mark Merrill. They discussed placing concrete in the courthouse basement, elevator repairs and smoke alarms.
Commissioners participated in a Zoom call with Allstate Consultants for an update on Little Otter Creek construction and mitigation progress.
Commissioner Motsinger signed payment #4 to Brookfield Box and Bridge for mitigation bridge construction.
Commissioners met with Terry Rumery of Rumery & Associates to discuss county economic development.
Attorney Padraic Cockran called to discuss IDIQ contracts for Little Otter Creek construction.
Commissioners held a bid opening at 11:00 for IDIQ submittals. Bids received were:

Agricultural Services
AVCO
The commission will evaluate the bids and notify qualifying applicants.

November 20, 21 & 22, 2022
Commissioner Motsinger, Hibler and Abbott attended the 51 st Annual Conference of Missouri Association of Counties at Osage Beach Mo.

Commissioners signed bi-weekly payroll.
Commissioners met with Prosecuting Attorney Brady Kopek. Commissioner Hibler moved to go into Closed session per RSMO610.026 (3). Commissioner Abbott seconded. A roll call vote was taken; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.

November 28, 2022

Commissioner Hibler moved to approve the agenda and Commissioner Motsinger seconded. A roll call vote was taken; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea. Dale Akey and Jamy Aubrey sat in on the meeting.
Weekly bills were paid and the pooled cash report was reviewed.
Commissioners met with Sheriff Mitch Allen to discuss CCDC improvements required and the hiring of a second full time maintenance person. Commissioner Motsinger moved to allow the hiring of a second full time maintenace person. Commissioner Hibler seconded. A roll call vote was taken; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners met with Caleb Bardwell to discuss placement of a fence on the property line between his property and Little Otter Creek property. The N-S fence and dozing cost will be shared 50/50 and the odd shaped fence cost will be 100% county.
Commissioners participated in a Zoom call with Allstate Consultants for an update on Little Otter Creek construction and mitigation progress.
Commissioners met with Terry Rumery of Rumery & Associates to discuss economic development for the county.
Commissioners met with Tyler Garst and Jacob Hurla with Community Building Solutions. They presented recommendations for upgrades to the courthouse and sheriffs office.
Commissioner Abbott moved that the county pay the 4% to CERF that the employees are currently paying. Commissioner Hibler seconded. A roll call vote was taken; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners met with Dale and Abigale Philips to discuss insurance renewals.
