Approved Commissioners Minutes November 1, 2021
Commissioner Bud Motsinger called the meeting to order at 8:30 am in the commissioner’s room of the Courthouse. Roll call: Bud Motsinger-present; Rex Hibler- present; Jonathan Abbott-present. They opened the meeting with the Pledge of Allegiance. Commissioner Hibler moved to approve the agenda and Commissioner Abbott seconded, roll call vote as follows; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Weekly bills were paid.
Commissioners met with Jeff Campbell, Road and Bridge supervisor. They discussed Tonya Lohman’s driveway with drainage issues. Dale Akey, Mirabile Township Trustee will meet with Jeff this week to discuss resolutions to the driveway issue. Jeff met with FEMA to discuss flood damages.
Commissioners met with Mike Root from Missouri Propane Safety Commission to discuss inspection of the courthouse chimney for the boiler.
Clerk Owen joined the meeting.
Commissioners met with Patricia Daniels to discuss some drainage problems with Ore Road. Jeff Campbell and Assessor Beverly Alden were present also.
Commissioner Hibler moved to approve the October 29 & September 3 meeting minutes. Seconded by Commissioner Abbott. A roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners met with John Nab, the new City of Hamilton Administrator and gave him a background of the County.
Commissioner Motsinger signed the SF425 Federal Financial report for USDA NRCS regarding the Little Otter Creek Reservoir.
Commissioners met with Sheriff Mitch Allen. He received a lawsuit from a federal inmate that was charged against 2 employees.
Commissioners met with Terry Rumery to discuss economic development for the county.
Commissioners met with David McDowell of NW Electric, Joe Wilkinson of Associated and Rod Cotton of Farmers Electric Cooperative to discuss the Grain Belt Express Transmission Line.
Clerk Owen gave the Commissioners the monthly expenditure report through October 2021 to review. This includes the percentage of the budget expended for the year.
Commissioners called a representative with Waldinger Corporation to discuss the chimney for the boiler.
Commissioner Hibler moved to approve the 2022 Holiday schedule for the county. Seconded by Commissioner Abbott and a roll call vote taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners called Mark Denning, an area representative for historical sites with the Church of Jesus Christ of Latter-Day Saints regarding Haun’s Mill Road.
Commissioners discussed Great Northwest days planning for 2022.

Commissioner Bud Motsinger called the meeting to order at 8:30 am in the commissioner’s room of the Courthouse with County Clerk Christine Owen. Roll call: Bud Motsinger-present; Rex Hibler- present; Jonathan Abbott-present. They opened the meeting with the Pledge of Allegiance. Commissioner Motsinger moved to approve the agenda and Commissioner Hibler seconded, roll call vote as follows; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.
Weekly bills were paid and the pooled cash report was reviewed.
Commissioner Abbott arrived at 8:40 AM.
Commissioners met with Jeff Campbell, Road and Bridge supervisor. Discussed the need for computer upgrades and had an estimate for it. The bridge inspections are ongoing, and they replaced the tube on Caldwell Road. They discussed harvesting the beans on LOC property and the debris removal for FEMA.
Jeff asked the commissioners about the article in the newspaper regarding the COLA for the county, as he has had a lot of questions.
Commissioners had a discussion with Assessor Beverly Alden and Tracy Bowen and Jean Gardner to discuss a complaint they received.
Commissioners reviewed the Quality Assurance Plan Little Otter Watershed site LO-1 Construction Addendum-01. Commissioner Hibler moved to approve Bud Motsinger to sign the Quality Assurance Plan Little Otter Watershed site LO-1 Construction Addendum-01 on behalf of the county. Seconded by
Commissioner Abbott and a roll call vote taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioner Hibler moved to approve the transfer of $20,000 from the special road and bridge fund to the general revenue fund per the 2021 budget. Seconded by Commissioner Abbott. A roll call vote taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners signed the certified court order to transfer $20,000 from the road and bridge to general revenue.
Commissioners met by phone with Cary Sayre of Allstate Engineers regarding the progress on the Little Otter Creek Reservoir.
Commissioners met with Terry Rumery to discuss economic development for the county.
Commissioners met with Dale Phillips and Abigail Phillips to discuss the 2022 insurance renewal.
Commissioner Abbott moved to accept the renewal with a 4% increase for health insurance coverage. Seconded by Commissioner Motsinger and a roll call vote taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioner Motsinger moved to approve the October 25 open and closed minutes. Seconded by Commissioner Abbott and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioner Abbott moved to sign the certified copy of record to send to Missouri Department of Revenue for the collection of one-half cent sales tax per RSMO 67.700 that was approved by voters on April 6, 2021. Seconded by Commissioner Hibler and a roll call vote taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners returned a call to Paul Rodger concerning work that will be subbed out for the construction of Little Otter Creek Reservoir Dam.
Commissioner Abbott moved to approve the revised 2021 Holiday schedule for the county. Seconded by Commissioner Motsinger and a roll call vote taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.

Approved Commissioners Minutes November 12, 2021
Commissioner Bud Motsinger called the meeting to order at 8:30 am in the commissioner’s room of the Caldwell County Courthouse. County Clerk Christine Owen was absent. Roll call: Bud Motsinger; present Rex Hibler; present Jonathan Abbott; present. They opened the meeting with the Pledge of Allegiance.
Commissioner Hibler moved to approve the agenda and seconded by Commissioner Motsinger. A roll call vote taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Payroll was signed.
Commissioners called Judge Ryan Horseman to discuss court security for the courthouse on January 3, 2022 which is a courthouse holiday.
Commissioners left a message with John Mark of Waldinger Corporation concerning the liner for the boiler flu.
Commissioners discussed the county paid portion of the health insurance. Health insurance rates increased by 4% for 2022.
Commissioners met with Prosecuting Attorney Brady Kopek to discuss the road agreement that was proposed by the Grain Belt. The commissioners do not think it is very well written and do not plan to sign it.

Commissioner Hibler met with Jeff Campbell (R&B), Dale Akey of Mirabile Township and Tonya Lohman to discuss the driveway issues and the township grading the road.

Commissioners Minutes November 15, 2021
Commissioner Bud Motsinger called the meeting to order at 8:35 am in the commissioner’s room of the Courthouse with County Clerk Christine Owen. Roll call: Bud Motsinger-present; Rex Hibler- present; Jonathan Abbott- was absent. They opened the meeting with the Pledge of Allegiance. Commissioner Hibler moved to approve the amended agenda and Commissioner Motsinger seconded, roll call vote as follows; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.
Weekly bills were paid.
Commissioners met with Jeff Campbell, Road and Bridge supervisor. They discussed the “no hunting” on the Little Otter Creek property. The R&B crew marked the property with paint for no hunting on the property. The heating and cooling units were installed at the lab house. Bud received a call from Jordan Sayre of Allstate Consultants to discuss flying a drone over to take pictures of the lab house and area so that they will have a starting point. Mark Huck of Burns & McDonnell joined the meeting. Commissioner Abbott arrived at 8:51 AM. Jeff talked to Casey Jones about custom combining the beans. They have bridge inspections going on. Dillon bridge was discussed as to how the county wants to proceed in replacing the bridge. Hamilton School has asked about the bridge for their bus route. They discussed a culvert vs. a bridge. They will be working on brush letters. R&B will be going to Tonya Lohman’s and spread a load of gravel to take care a driveway culvert issue, Mirabile Township will stay off of that area.
Mark Huck talked about the history of work with Caldwell County. It has been 45 continuous years and wanted to say thank you. They set a bid opening date for the BRO-John Deere bridge project at 9:30 AM on December 20th and it will be advertised. The county received the soft match credit for Galloway Road bridge.
Commissioners met with Tony Figg of Green Hills Communications Company regarding the phone and internet contract with the county for the next 3 years. Commissioner Abbott moved to renew and accept the 3-year contract with Green Hills Communications including the voice over IP for the Sheriff’s Department and the jail with a $2,300 one-time set up fee and $2,299.54 monthly bill. Commissioner Hibler seconded and a roll call vote taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners called Cary Sayre of Allstate Consultants to discuss the progress of the construction on the Little Otter Creek Reservoir.
Commissioners discussed the amount that the county will cover for the employee’s health coverage.
Commissioner Abbott moved to increase the county paid portion of the employee’s health coverage from $575 to $600 for 2022. Seconded by Commissioner Hibler. A roll call vote taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners met with Colt Arnold, buildings and grounds manager for an update on the boiler for the courthouse. They called Mike Root with the Missouri Propane Safety Commission to try to figure out if we need to change anything to get approval for MFA to supply propane to run the boiler for the courthouse.
He will coordinate with Waldinger Corporation and MFA to resolve any issues. They discussed the hot water heater issues at the courthouse. Colt will coordinate with NW Electric and the customer service department for the heaters.
Commissioners met with Terry Rumery to discuss economic development for the county.
Commissioners met with Sheriff Mitch Allen regarding a staff shortage at the jail and items that need repaired.
Commissioner Hibler moved to approve the November 1, 8, & 12 meeting minutes. Seconded by Commissioner Motsinger. A roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
A Public Hearing for 2021 Budget Adjustment was held. Commissioner Motsinger called the hearing to order. Commissioner Hibler moved to approve the following budget adjustments to the 2021 budget:

  • Senior Services Tax Fund – Add $3,300 to the revenues and $3,300 to the expenditures to account for more revenue received and awarded.
  • Inmate Detainee Fund– Add $56,000 to the revenues and $56,000 to the expenditures to account for more revenue received and expended.
  • School Fund Fines – Add $52,500 to the revenues and $52,500 to the Expenditures (more revenues were collected than we projected at budget time)
  • Covid FEMA Fund – Add $16,000 to the revenues and 16,000 to the expenditures
  • Record Storage Fund – Add $4,000 to the revenues and $4,000 to the expenditures to account for more revenue received than expected.
  • Sheriff Revolving Fund – Add $4,000 to the revenues and $20,000 to the expenditures
  • Anderson Memorial Park Fund – Add $8,500 to the expenditures and $8,500 to the Revenues (more funds were collected than anticipated and paid out for concessions and uniforms)
  • Add a new fund called ARPA to the 2021 budget and add $880,000 to the expenditures and $880,000 to the revenues

This motion was seconded by Commissioner Abbott. A roll call vote to approve the budget adjustments was as follows: Rex Hibler voted yea, Bud Motsinger voted yea, and Jonathan Abbott voted yea.

Commissioner Minutes November 19, 2021
Commissioners Bud Motsinger and Rex Hibler and County Clerk Christine Owen attended the Little Otter Creek meeting at the Church of the Nazarene in Kingston. Commissioner Jonathan Abbott was absent.
Attending the meeting in person along with Commissioners Motsinger, Hibler and Clerk Owen were: from Allstate Consultants – Cary Sayre, Jason Teeter and Julie Marks; Attorneys Ed Proctor and Padraic Corcoran; LOCWWC – Cathy Youtsey and Jeff Campbell; DA Davidson & Co.- Charlie Zitnik, Brock Goehl and Steve Goehl; City of Hamilton – John Nab and Cameron Fast; Hamilton Area Chamber of Commerce – Bob Hughes; District 8 State Representative Randy Railsback and citizen Mark Kipping. Attending by phone were: NRCS-USDA – Chris Hamilton, Brandon Viers and Andrew Rackers; Allstate Consultants – Jason Klemme; Missouri Department of Conservation – Emily Porter; Department of Natural Resources – Michael Weller; City of Braymer – Michael Gray and Rhonda Fitch.
Bid out AOP’s after January 1, 2022. Talked about the ID-IQ and why we needed that in place. Lab house is ready, and they are starting to move equipment inside. The pollinator planting will begin in January and discussed what was needed to get the ground ready for it. The mitigation credits are ready, and we will execute the contract after the bid is awarded, which should be soon.
Commissioner Motsinger moved to go into Closed Session per RSMO 610.021 (1) legal. Commissioner Hibler seconded the motion. A roll call vote taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea by phone; Jonathan Abbott was absent.

Commissioners met with Jeff Campbell, Road and Bridge supervisor to discuss the plans to combine beans on the Little Otter Creek property. The bridge inspections should be finished soon. Discussed a grant for building bridges.
Commissioners attended the Cyber Security training with DanComp Computers, LLC at the courthouse.
Commissioners met with Larry Chipman regarding an application for the ARPA funding.
Commissioner Hibler moved to sign certified copy of record no. 2021-11-24, An order approving a certain letter of intent regarding a water storage agreement between Caldwell County and the Little Otter Creek Wholesale Water Commission and authorizing execution of the same. Seconded by Commissioner Motsinger. A roll call vote taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.
Commissioners met with Assessor Beverly Alden and Collector/Treasurer Beth Larkins regarding an issue with a tax bill. Assessor Beverly Alden presented her 2022-2023 assessment maintenance plan agreement & approval for the State Tax Commission and the Commissioners signed it.
Commissioners met with Melissa Poje, road and bridge secretary to review the list of properties that will need certified brush letters sent out and a few will need to be advertised for bid to remove the brush.

Commissioners met with Rod Cotton and Troy Hermanson of Farmers Electric to discuss updates and their round-up charity program that benefits the youth in the area.
Commissioner Jonathan Abbott arrived at 12:15 PM. He signed the assessment maintenance plan agreement and the certified copy of record no. 2021-11-24.

Commissioner Bud Motsinger called the meeting to order at 8:30 am in the commissioner’s room of the Courthouse with County Clerk Christine Owen. Commissioners had a phone call from Carla Rose, Caldwell County Extension Office to discuss plans for the new building to be delivered to the site.
Commissioners met with Jeff Campbell, Road and Bridge supervisor. The beans were combined on the Little Otter Creek property. They discussed the letter of intent with the LOCWWC, and Jeff said they have a meeting today. He is continuing to work with FEMA on flood damages and bridge inspections.
Commissioners met with Emergency Management Director Mark Merrill to discuss the upcoming budget and the grants that he is working on.
Commissioner Motsinger moved to send out certified brush letters to the following locations in Grant Township: Section 8 on SW Longhorn Dr; Section 17 on Drive: Section 23 on SE Royals Road; in Rockford Township Section 2 on SW Mirabile Drive; Sections 2, 12 & 13 on SW Hollow Road; SE; Section 18 on SW Brangus Road; Section 20 on SW Ore Road; Section 21 on SW Peak Road and SW Reno Road and SW Ore Road. Also, to advertise for brush removal on the following locations in Grant Township: Section 9 on SW Longhorn Drive; Sections 15 & 16 on SW Peak Road; Section 17 on SW Zach Wheat Drive; Section 23 on SE Royals Road. Commissioners met with Tony Figg of Green Hills Telecommunications regarding some corrections to the 3-year contract that he had discussed with them. He will send the new contract.
