Commissioners Minutes March 1, 2021

Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Commissioner Jonathan Abbott was absent. The meeting was opened with The Pledge of Allegiance.

Weekly bills were paid.

Commissioners met with Jeff Campbell, Road and Bridge Supervisor to discuss brush letters. Rex Hibler moved to send certified brush letters to the following addresses: Kingston Township Section 35, SE Quarry Dr; New York Township Section 5 & 6 NE Marshall Rd; Grant Township Section 9, SW Longhorn Dr. to 4 landowners; Grant Township Section 2, SW Tobin Valley Dr. to 3 landowners; Grant Township Section 2, SE Tobin Valley Dr. to 2 landowners. Bud Motsinger seconded the motion. A roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.

Commissioners met with June Grooms regarding 2017 Personal Property taxes to outlaw. Bud Motsinger moved to outlaw the list from the Treasurer of unpaid 2017 personal property tax statements totaling $6,802.48 of this amount, the county portion is $233.95. Rex Hibler seconded the motion. A roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent. Commissioners met with Randy Howell concerning the CARES Act funding with documentation regarding his request. Commissioners will discuss their previous decision and notify Randy of their decision.

Clerk Christine Owen presented the expenditure report to the commissioners for their review which includes the percent of the budget expended through February 2021.

Commissioners met with Ralph Zeikle by phone call to discuss the county’s brush law.

Commissioners met with Colt Arnold regarding a planning and zoning matter. A letter from Allied Engineering Services, LLC regarding a proposed expansion to theZ5 Sow Farm of United Hog Systems LLC was also discussed.

Commissioners met with Terry Rumery concerning county economic development.

Commissioners met with Ed Proctor by phone call to discuss Little Otter Creek progress.

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen.

Payroll was signed.

Commissioners Minutes March 8, 2021

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance.

Weekly bills were paid.

Commissioners met with Jeff Campbell, Road and Bridge Supervisor to discuss brush letters and reported the ones that were completed.

Commissioner Jonathan Abbott moved to approve the brush removal bid on Allis Drive from Bob Heil for $3,200. Rex Hibler seconded the motion, and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.

Commissioners met with Emergency Management Director Mark Merrill to discuss updates. Clerk Christine Owen gave the commissioners the Fairview Township financial statement to review.

Commissioners met with Treasurer/Collector June Grooms.

Commissioners revisited Randy Howell’s CARES application and decided that it qualified for the grant and awarded the $6616 he had requested.

Commissioners met with Carlee Quinn and Carla Rose of the MU Extension office to review the 2020 annual report and shared plans for 2021.

Commissioners are considering removing the mask mandate at the courthouse.

Commissioners attended the ACCD911 meeting in Maysville.

Commissioners Minutes March 15, 2021

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Weekly bills were paid.

Commissioners met with Jeff Campbell, Road and Bridge Supervisor to discuss the upcoming Little Otter Creek groundbreaking and plans to accommodate the crowd.

Clerk Christine Owen presented the commissioners with the financial statements from Kingston Township and Rockford Township.

Commissioners met with Donnie Cox, Dawn Floyd, & Conda Kincaid from the county’s Anderson Memorial Ballpark board. They shared plans for the upcoming year and how the concession stand would be handled.

Commissioners met with Caldwell County Health board trustees Mark Kipping, Linda McElwee and Bob Guffey.

Commissioners met with Terry Rumery to discuss economic development for the county.

Commissioners met with Sheriff Mitch Allen, Hillary Hosman and Marty Gray about a bid for radios. The bid was from Midwest Radios of St. Joseph for $133,700 and could be split into a 5-year payment plan.

Commissioner Rex Hibler moved to give Hillary Hosman an increase in wages of $5,000 yearly for the 911-ACCD Coordinator position. Jonathan Abbott seconded the motion and a roll call vote was taken as follows: Bud Motsinger voted yea; Jonathan Abbott voted yea; Rex Hibler voted yea.

Commissioners attended the LEPC meeting at the Caldwell County Health Department.

Commissioners had a conference call with Attorney Ed Proctor.

Commissioners Minutes March 19, 2021

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen.

Payroll was signed.

Commissioners held a Little Otter Creek meeting at the Nazarene Church in Kingston. Attending were: John Holmes, Julie Marks, Derin Campbell, Cary Sayre, Greg Pitchford, Jason Teeter, Jeff Campbell, Mark Kipping, Garry McFee, Matt Berry, Randy Railsback, Jennifer Wyckoff, Wayne Uthe, Jim Ruse, David Cox, Mark Merrill, Christine Owen. Attendees by phone call were Ed Proctor, Charlie Zitnik, Chris Hamilton, Steve Hefner, Brandon Viers, Elizabeth Johnson, Brandt Shields

Commissioners attended the Little Otter Creek groundbreaking ceremony at the dam site of the Little Otter Creek property off of Cottonwood Road.

Commissioners Minutes March 22, 2021

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance.

Weekly bills were paid.

Commissioners met with Jeff Campbell, Road and Bridge Supervisor. He presented the cost of gravel and labor used for the Little Otter Creek groundbreaking ceremony/future construction lay down area. Commissioners met with Prosecutor Brady Kopek about a planning and zoning matter.

Commissioners met with Lydia Moon and Darrell & Jamie Moon about a decision of the planning and zoning board.

Commissioners had a call from Shorty Clark to discuss the drainage ditch on Millcreek Drive South of Hwy 13.

Commissioners signed a letter to the Caldwell County Health Department Trustees regarding a meeting on March 15, 2021 with Robert Guffey, Mark Kipping and Linda McElwee. Mark Kipping had met with the commissioners on February 16, 2021 regarding the appointment of Valerie Gilmer to the board due to resignation of John Allen. It was presented that the Caldwell County Health Department bylaws along with the advice of the Health Board attorney, allow an appointed board member, due to vacancy on the board, to finish the remaining portion of that term. After the previous discussions, the Commission has approved the recommendation of the Board of Trustees to appoint Board Member Valerie Gilmer to finish the remaining term until 2023.

Commissioners met with Terry Rumery to discuss economic developments for the county.

Commissioners had a conference call with Michael Marriott, Area Engineer for MoDOT regarding the BRO projects for the county. He gave an update on future road surfacing projects in the county.

Commissioners met with Don Brown of Renodry USA regarding the moisture in the courthouse that is decaying the bricks and foundation.

Commissioner Rex Hibler moved to sign a change order from C.P. Excavating for $32,594.67 for the tree falling project at Little Otter Creek. The motion was seconded by Jonathan Abbott and a roll call vote was called as follows: Bud Motsinger voted yea; Jonathan Abbott voted yea; Rex Hibler voted yea.

Commissioners discussed the Westover/Stinson Road subdivision. Jonathan Abbott moved to approve the planning and zoning recommendation for Westover/Stinson Road subdivision’s application to subdivide the property on Stinson Road. The motion was seconded by Bud Motsinger and a roll call vote was called as follows: Bud Motsinger voted yea; Jonathan Abbott voted yea; Rex Hibler voted nay.

Commissioners called Robert Mazur, 43rd Circuit Court Marshal, to discuss relaxing courthouse COVID measures.

Senator Hoskin’s office called to request pictures from the Little Otter Creek groundbreaking ceremony.

Commissioners Minutes March 24, 2021

Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Commissioner Jonathan Abbott participated by phone.

Commissioners met with Sheriff Mitch Allen and Prosecutor Brady Kopek regarding the Second Amendment. Various versions of the 2 nd Amendment Preservation Resolutions from other counties were discussed. All present agreed to a revised version of a resolution for Caldwell County.

Rex Hibler moved to adopt the Second Amendment Preservation Resolution No. 2021-03-24 Caldwell County. It was seconded by Jonathan Abbott and a roll call vote was taken as follows: Bud Motsinger voted yea; Jonathan Abbott voted yea; Rex Hibler voted yea, this resolution was supported by Prosecutor Brady Kopek and Sheriff Mitch Allen.

Commissioner C.R. Bud Motsinger and Rex Hibler attended the Green Hills Green Hills Regional Planning Commission meeting at the Barton Campus in Trenton.

Commissioners Minutes March 29, 2021

Commissioner Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance. Commissioners Bud Motsinger and Jonathan Abbott were absent.

Weekly bills were paid.

Commissioner Bud Motsinger called to participate in the meeting.

Commissioners met with Jeff Campbell, Road and Bridge Supervisor to discuss projects for the crew. Jeff provided rock tickets for graveling Little Otter Creek lay down area.
Bids for crushed stone were opened as follows: Trager Limestone, LLC for 1”, 1 ¼ & 1 ½ road rock at $11.00 per ton; Norris Quarries for 1” ,1 ¼ surface rock and 2” & 3” base rock $11.25 per ton; Type 1 R.S. Base and shot rock $11.00 per ton; lime screenings at $7.30 per ton and 1” clean rock at $13.25 per ton.

Bud Motsinger moved to accept both bids and Rex Hibler seconded. A roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.

Commissioners met with EMD Mark Merrill about the FEMA funds for COVID.

Commissioners called Attorney Travis Elliott to discuss remaining CARES Act funds.

Collector/Treasurer June Grooms gave the Commissioners a copy of her annual report for their records.

Commissioners Minutes March 31, 2021

Commissioners Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. This was a meeting called the day before at the last minute but was posted. Commissioner C.R. Bud Motsinger was absent.

Commissioners met with County Clerk Christine Owen and Collector/Treasurer June Grooms regarding the final pay for the retiring Collector/Treasurer to finish out her term of office ending on March 31, 2021. County Clerk Christine Owen obtained opinions from other area County Clerks regarding final payment but did not explain the county’s biweekly payroll. Commissioner’s Hibler and Abbott reviewed the information received and determined it should be calculated on a salary received from April 1, 2020 to March 31, 2021. Commissioners called MAC Attorney Travis Elliot for advice. It was agreed to discuss with Presiding Commissioner Motsinger at the next meeting on April 5, 2021 to get all Commissioners in agreement.
