Commissioners Minutes for March 2, 2020

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance.

Jeff Campbell reported that he had been working with FEMA on reimbursement costs. A bid date of March 23rd was set for Little Otter Creek ground leases.

Commissioners received a phone call from Matt Sailer and Kenny Pointer from the Army CORP to invite them to a mitigation meeting in Jefferson City on March 6, 2020.

Commissioners called Mark Huck of Burns & McDonald to discuss the BRO project for John Deere Bridge.

Commissioners attended a grain marketing workshop at MFA Rail Facility in Hamilton.

Commissioners met with Patrick Caldwell & Krista Mann from Invenergy to discuss the proposed Grain Belt transmission Line. Others attending this meeting were: Sherry Meedham, Russell Pisciotta, Julia Kisser, Loren Sprouse, Jennifer Kisser, Johnnie Walter, Carolyn Shaffer, William Stone, Jack Malitzke, Cynthia Koff, Virginia Pautz, Gary Stuchlik, Lowell Newsom, Mark Merrill, David Woody.

Commissioners met with Loren Sprouse and Russ Pisciotta to hear their concerns about the meeting with Invenergy.

Commissioners Minutes for March 4, 2020

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen.

Payroll was signed early due to another meeting taking place.

Commissioners had a teleconference with NRCS and Allstate Consultants. Rex Hibler moved to go into closed session per RSMo 610.021(1) legal. Jonathan Abbott seconded the motion. A roll call vote was called as follows: Rex Hibler voted yea; Bud Motsinger voted yea; Jonathan Abbott voted yea

Commissioners met with members of the Jesus Christ of Latter-day Saints to look at historic sites.

Commissioners Minutes for March 9, 2020

Commissioners Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Commissioner Bud Motsinger was absent.

Jeff Campbell reported that the Township meeting will be held on March 26, 2020 at the Church of the Nazarene in Kingston.

Commissioners paid weekly bills.

At 9:15 AM bids for crushed stone were opened and read by Rex Hibler. Bids were received from Norris Quarries and Trager Limestone LLC. Jonathan Abbott moved to accept both bids. Rex Hibler seconded the motion. A roll call vote was called as follows: Rex Hibler voted yea; Jonathan Abbott voted yea; Bud Motsinger was absent.

Commissioners met with Collector/Treasurer June Grooms and she gave them the semi-annual Treasurers Report ending December 31, 2019.

Commissioners met with Danny Kincaid of DanComp Computers to discuss an annual contract.

Commissioners met with Terry Rumery to discuss economic development for the county.

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance.

Jeff Campbell discussed topics for the township meeting scheduled for March 26th. Also discussed renting pasture lots on Little Otter Creek property.

Commissioners met with Mark Merrill concerning emergency management.

Commissioners met with Hillary Hosman, Mitch Allen and Jerry Galloway concerning 911 dispatch.

Commissioners attended a meeting concerning the COVID-19 updates with the Health Department.

Commissioners attended the LEPC meeting at the Health Department.

Commissioners met with Russ Pisciotta.

Commissioners met with Circuit Clerk Carrie Miller regarding a court order limiting personnel entering the courthouse.

Commissioners participated in a Little Otter Creek conference call.

Commissioners Minutes for March 18, 2020

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen.

Commissioners had a discussion on the outbreak of the COVID-19 Coronavirus and the safety of the employees along with keeping business going. Commissioners agreed to postpone the meeting scheduled with townships due to the recommendations from the Governor. Commissioners contacted contractors in order to get a source of hot water in the courthouse bathrooms. Commissioners discussed appropriate use of the county credit card. Commissioners discussed recycling of plastic and paper products within the courthouse.

Commissioners signed an agreement with Dayrl Adkison to lease the barn lots on Little Otter Creek property at the corner of Sandstone and Ponderosa for a 1-year term.

Commissioners had a discussion on the COLA (cost of living adjustment) for eligible elected officials. This has been under discussion since the salary commission met in November. Commissioner Bud Motsinger commented that the COLA should not become effective until the next term of office as recommended from legal counsel and as motioned previously. Commissioner Rex Hibler commented that a COLA was not a merit raise and was a cost of living adjustment which had not been done in several years.

Jonathan Abbott moved to allow a 2% COLA for eligible elected officials retroactive to 01-01-2020 which was per the recommendation of the salary commission meeting on November 25, 2019. Rex Hibler seconded the motion. A roll call vote was called as follows: Bud Motsinger voted no; Rex Hibler voted yea; Jonathan Abbott voted yea

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen.

Commissioners signed bi-weekly payroll.

Commissioners had a conference call with Leanne Jorns concerning the detention center.

Commissioners held a quarterly department meeting.

Commissioners called Ed Proctor to discuss progress on Little Otter Creek.

Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse. County Clerk Christine Owen was available by phone. Commissioner Jonathan Abbott was absent.

Jeff Campbell reported that the recycling company is shut down, so we won’t be taking any until further notice. Commissioners discussed cleaning culverts and ditches on Prairie Ridge Road South of Hwy 116.

At 9:00 AM bids for rental ground on Little Otter Creek property were opened. Jeff Webb was present for the bid opening. Only 1 bid was received from Webb Farms at $121 per acre for the farm ground. Rex Hibler moved to accept $121 per acre from Webb Farms. Bud Motsinger seconded the motion. A roll call vote was called as follows: Rex Hibler voted Yea; Bud Motsinger voted yea; Jonathan Abbott was absent.

Two bids were bids were received for hay ground, one from Webb Farms for $26 per acre and one from Gabe Bowen for $51.50 per acre. Rex Hibler moved to accept the bid of $51.50 per acre. Bud Motsinger seconded the motion. A roll call vote was called as follows: Rex Hibler voted Yea; Bud Motsinger voted yea; Jonathan Abbott was absent.

Commissioners met with Beverly Alden to discuss Coronet Windows Chapter 100 bonds.

Commissioners returned a call to Travis Eldredge to discuss water drainage from his neighbor’s property.

Commissioners called Keri Reinhardt with MOPERM to discuss policy provisions.

Commissioners Minutes for March 30, 2020

Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Jonathan Abbott was on conference call for the meeting. The meeting was opened with The Pledge of Allegiance.

Jeff Campbell reported that he was taking bids on a new building at the road and bridge location that will keep the county’s equipment inside and have more room for repairs. This will be advertised for bid opening on April 13, 2020.

Commissioners will advertise for the vehicles to be sold by sealed bid on April 27, 2020.

Commissioners had a conference call with Terry Rumery concerning economic development for the county.

Commissioners spoke to Cary Sayre by phone to discuss setting up a Little Otter Creek conference call.

Rex Hibler moved to transfer $70,000.00 from General Revenue to Election Fund as allowed for in the 2020 budget. Jonathan Abbott seconded the motion. A roll call vote was called as follows: Rex Hibler voted yea; Bud Motsinger voted yea; Jonathan Abbott voted yea. Commissioners signed court order to transfer funds.
