Commissioner Motsinger, Abbott & Hibler attended a meeting at the MODOT Northwest district in Saint Joseph.

June 6, 2022
Commissioner Bud Motsinger called the meeting to order at 8:30 am in the commissioner’s room of the Courthouse with County Clerk Christine Owen. Clerk Owen was in and out of the meeting and commissioners took minutes. Roll call: Bud Motsinger-present; Rex Hibler- present; Jonathan Abbott was absent. They opened the meeting with the Pledge of Allegiance. Commissioner Hibler moved to approve the amended agenda and Commissioner Motsinger seconded, a roll call vote was as follows; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent. Citizen Dale Akey sat in on the meeting. Commissioner Abbott arrived at 8:45 AM.
Weekly bills were paid and the pooled cash report was reviewed.
Commissioners met with Road and Bridge supervisor Jeff Campbell. There is progress in the John Deere bridge and the bridge deck was poured last Thursday. A bid was reviewed for brush removal on Davis township, Section 10 on SE Evans Rd and SE Tait Park Rd. Commissioner Hibler moved to accept the bids and Commissioner Abbott seconded. Roll call vote as follows: Bud Motsinger voted yea; Jonathan Abbott voted yea; Rex Hibler voted yea.
Commissioners had a Zoom meeting with Andrew Schulte and Shashank Sane on behalf of the Grain Belt and Prosecuting Attorney Brady Kopek to discuss the road use agreement and county assent.
Commissioners had a Zoom call with Allstate Consultants for updates on Little Otter Creek construction.
Commissioners met with Terry Rumery to discuss economic development for the county.

Weekly bills were paid and the pooled cash report was reviewed. Commissioners met with Jeff Campbell, Road and Bridge Supervisor and Secretary Melissa Poje. They discussed brush letters, calls about roads and Old Highway 36.
Commissioners met with Garry McFee from Howe Company LLC. They discussed the Off-System Local Bridge program funding and the list of bridges and which ones are priority. We need to submit an application.
Commissioners reviewed a letter from Allstate Consultants for Recommendation of Award for the Little Otter Creek Reservoir Bridge Replacements for Mitigation located in Caldwell and Daviess Counties. There are 3 bridges as follows: #1 is on Turkey Road and Haun’s Mill Road; #2 is on Toledo Road; #3 is on 290 th street. They reviewed the Notice of Award form, Bid Tabulation, and Bid Proposal from Brookfield Box & Bridge.
Commissioner Hibler moved to have Presiding Commissioner Motsinger sign the notice of award on the Little Otter Creek Reservoir Bridge Replacements for Mitigation located in Caldwell and Daviess Counties for the contract price of the awarded contract at $2,300,108.00 Seconded by Commissioner Motsinger. A roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent. Commissioner Motsinger signed the notice of award, and it was submitted to Brookfield Box & Bridge.
Commissioners met virtually with Allstate Consultants to discuss Little Otter Creek construction. Jason Teeter of Allstate attended in person and Cary Sayre, Cliff Baumer, Ben Heins, Julie Marks were on the zoom call.

Commissioners met with Chad Higdon of Second Harvest Community Food Bank to discuss the benefits of the food bank.
Commissioners Hibler and Motsinger attended the NW Missouri’s Highway 13 meeting at the Nazarene Church.
Commissioners met with MODOT-Michael Marriott & Marty Lyles to discuss repairs required on Old Highway 36. Representative Randy Railsback joined the group and they drove the Old Highway 36 to evaluate possible solutions.

Commissioners met with Sheriff Mitch Allen to discuss the water damage at the jail and bids for a new roof on the sheriff’s office.

Commissioners met with Mark Anderson of 221 Construction to discuss the construction progress at the courthouse.
Commissioners met virtually with Allstate Consultants to discuss Little Otter Creek construction. Greg Pitchford of Allstate attended in person. Those participating virtually were: Andy Rackers, Ben Heins, Jason Teeter, Julie Marks, Daniel Huaco, Cliff Baumer, Dave Webber and Christina Caldwell and from NRCS Joey Rosenfelder and Michael Ash.
Commissioner Hibler moved to go into closed session per RSMO 610.026 (1) to discuss legal matters. Seconded by Commissioner Abbott. A roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.

June 23, 2022
Commissioners Bud Motsinger and Jonathan Abbott attended an on-site meeting with the Little Otter Creek Recreation Committee at the LOC lab with Ashley Newson, David Catlin and Greg Pitchford and John Deis and Mark Kipping.
Commissioners Hibler and Abbott met with Terry Rumery of Rumery and Associates and Paul Kelley of Azimuth Renewables at the courthouse to discuss a proposed solar farm project near Hamilton.

Commissioners Minutes June 24, 2022
Commissioner Motsinger, Abbott and Hibler met on-site at the John Deere bridge with Mark Huck and Jon Kuchem of Burns & McDonnell and Mike Sattman of MS Contracting and citizen Dale Akey to do a final inspection of the new bridge.
Commissioner Abbott moved to deem the Caldwell BRO-B013(40) bridge project on John Deere Rd as final and completed. Commissioner Motsinger seconded and a roll call vote was taken as follows: Bud Motsinger voted yea; Jonathan Abbott voted yea; Rex Hibler voted yea.

June 27, 2022
Commissioner Bud Motsinger called the meeting to order at 8:36 am in the commissioner’s room of the Courthouse with Deputy Clerk Dori Creekmore. Clerk Owen was absent. Roll call: Bud Motsinger-present; Rex Hibler- was absent; Jonathan Abbott – present. They opened the meeting with the Pledge of Allegiance. Commissioner Motsinger moved to approve the amended agenda and Commissioner Abbott seconded, roll call vote as follows; Bud Motsinger voted yea; Jonathan Abbott yea; Rex Hibler was absent.
Weekly bills were paid, and the pooled cash report was reviewed.
Commissioners met with Jeff Campbell, Road, and Bridge Supervisor. They discussed which areas need sprayed along with being mowed. Discussed the FEMA work that needs to be done asap. They discussed
Melissa Poje’s cell phone bill reimbursement; (it has been $25 a month and this time it increased to $50 per month). Commissioner Motsinger moved to reimburse her $50 per month as requested by Jeff Campbell for calls concerning brush removal. Commissioner Abbott seconded and a roll call vote was taken as follows. Bud Motsinger voted yea; Jonathan Abbott voted yea; Rex Hibler was absent. They discussed replacing tube at High Point and decided not to replace it at this time. Pleasant Ridge needs a new tube. Scheduling of aluminum work will be about one week at Oliver Rd. Jeff announced the amount of material being replaced in the county will be around 40 loads of material including tubes.
Commissioners met with Lindsey Chaffin of Great River Engineering to discuss the updating of the rating system of the bridges in Caldwell Co. They discussed what bridges were deemed most deficient and needed replaced. 1 James; 2-Dillion, 3-Quarry, 4-New York, and 5-Jefferson. Commissioner Abbott made a motion for Great River Engineering do all grant filing to MODOT for funding of the monies for bridges,Commissioner Motsinger seconded and a roll call vote was taken as follows; Bud Motsinger voted yea; Jonathan Abbott voted yea; Rex Hibler was absent. Costs to Caldwell Co for filing grants will be $1000 for 5 bridges.
Donnie Cox called to discuss a landowner’s brush issue and was referred to Mellissa Poje to handle issue.
Commissioners discussed the road agreement and county assent for Grain Belt. Commissioner Motsinger made motion to not have a vote because Commissioner Hibler was absent. Commissioner Abbott seconded and a roll call vote was taken as follow: Bud Motsinger voted yea; Jonathan Abbott voted yea; Rex Hibler was absent.

Commissioners met with Terry Rumery of Rumery and Associates to discuss economic development for the county.
Commissioners had a discussion concerning the 911 addressing for the county with Hillary Hosman, Marty Gray and Assessor Beverly Alden. They discussed about the property owners that this directly affects. It was decided to make the wording in letters to the citizens clear that the need for the address changes will need to happen regardless if the property owner agrees or not. Letters to inform property owners will be updated with new wording and mailed to property owners as soon as Hillary completes it.
Clerk Christine Owen arrived and took over the minutes.
Commissioner Motsinger signed and approved the contractor’s application for payment #3 to pay Phillips Hardy Inc. $255,524.63 for the ongoing construction at Little Otter Creek Reservoir.
Commissioners discussed the county’s domestic violence fund that comes from a portion of fees collected on recorded deeds, which amounts to approximately $600 per year. The Women’s Shelter in Cameron has asked for a donation. The county hasn’t given a donation since 2018. No decision was made at this time.
Commissioners met with Garry Mcfee to discuss bridge projects.
