Commissioners Minutes June 1, 2021
Commissioner Bud Motsinger called the meeting to order at 8:30 am in the commissioner’s room of the Courthouse with Deputy Clerk Lyla Norton. Roll call: Bud Motsinger-present; Rex Hibler- present; Jonathan Abbott-absent. They opened the meeting with the Pledge of Allegiance. Commissioner Hibler moved to approve the agenda and Commissioner Motsinger seconded, roll call vote as follows; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.
Commissioner Hibler moved to approve the meeting minutes from May 23, 24, 25 & 28. Seconded by Commissioner Motsinger. A roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.
Weekly bills were paid.
Commissioner Abbott arrived at 8:40 am.
Commissioners met with Jeff Campbell, Road and Bridge supervisor. They dug test holes in the borrow area at the Little Otter Creek ground. Checked tubes around the county. Discussed insurance quotes.
Commissioner Abbott moved to send out brush letters by certified mail to the following properties: Breckenridge Township: Section 14 NE Chicago Dr/Elm Grove; Gomer Township: Section 9 NE Dogwood Rd & NE JCPenney Dr; Section 25 NE Sandstone Dr; Grant Township: Section 8 SW Longhorn Dr/ SW Bison; Kingston Township: Section 20 NW County Farm Dr; New York Township: Section 22 NE Shoal Station Dr; Section 23 NE Gould Farm Road; Section 24 NE Beaver Dr; Section 27 SE Leslie Rd.; Section 35 SE Lida Rd. Commissioner Hibler seconded. A roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners met with Mike Ryan MOPERM insurance by phone call to discuss new quotes.
Commissioners met with Representative Randy Railsback for updates on the legislative session that just closed. They discussed the fiber optic coming into the county and the contract with MODOT on Old 36 Highway.
Commissioner Motsinger signed the Annual Northwest Workforce Development Board CLEO Consortium Agreement.
Commissioners reviewed Grain Belt Express documents from Jason Brown.
Meeting adjourned at 1:30 PM.
Commissioner Motsinger participated in the Northwest Workforce Development Board virtual meeting.
Commissioner Abbott attended the Fire Chief meeting at the park in Kingston.

Commissioners Minutes June 7, 2021
Commissioner Bud Motsinger called the meeting to order at 8:30 am in the commissioner’s room of the Courthouse with County Clerk Christine Owen. Roll call: Bud Motsinger-present; Rex Hibler- present; Jonathan Abbott-present. They opened the meeting with the Pledge of Allegiance. Commissioner Motsinger moved to approve the agenda and Commissioner Hibler seconded, roll call vote as follows; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea. Commissioner Hibler moved to approve the meeting minutes from June 1 & 2. Seconded by Commissioner Abbott. A roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners called Colt Arnold Planning & Zoning Administrator to discuss planning & Zoning questions they had received.
Commissioners discussed a proposed Grain Belt contract with Prosecuting Attorney Brady Kopek.
Weekly bills were paid.
Commissioners met with Jeff Campbell, Road and Bridge supervisor. They are cutting down abutments and taking delivery on beams for the Galloway bridge and working on it this week.
Commissioners received a text from Greg Cox concerning a hoe in Kerr Rd East of “D” blacktop.
Commissioners held a bid opening for brush removal on Sec 35, SE Quarry Dr. Kingston Township. A bid from Big Wood Tree Service, LLC for $14,500 was the only bid. Landowners will receive a letter and have 14 days to respond before taking any action on the bid.
Commissioners met with Jennifer Wycoff to work on the mitigation plan for GHRPC.
Commissioners participated in a Zoom meeting with Allstate Consultants concerning the status of Little Otter Creek construction.
Commissioners called Jack Shaffer of Farmer’s Electric about getting service to the house on Little Otter Creek.
Commissioners signed a letter to a landowner for an AOP site easement.
Clerk Owen gave the commissioners the May 31, 2021 expenditure report which includes the percentage of the budget that has been expended for each department.
Commissioners met with Assessor Beverly Alden, and they discussed the upcoming BOE and tax assessments. The impact notices will be in the mail next week.
Discussed Board of Equalization dates and approved to send to the newspaper.
Commissioner Abbott moved to pay $500 to Kevin Clossick for the 290 th AOP site. Seconded by Commissioner Motsinger. Roll call vote taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea
Commissioners called Ryan Fleming to discuss plumbing required to the LOC house to be used as a construction lab.
Commissioners called Nathan of MW Electric to discuss electric requirements for the LOC house to be used as a construction lab.

Commissioners Bud Motsinger and Rex Hibler and Road and Bridge Supervisor Jeff Campbell met with Allstate at the Little Otter Creek house to discuss repairs and the digging of the water line.
Commissioner Bud Motsinger attended the monthly meeting of North Central Missouri Business Facilitation (NCMBF) in Bethany.

Payroll was signed.

Commissioner Abbott arrived.
Commissioner Hibler moved to approve the June 7, 8, 10, & 11 meeting minutes. Seconded by Commissioner Motsinger. A roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Weekly bills were paid.
Commissioners met with Jeff Campbell, Road and Bridge supervisor to discuss trenching a water line and farming on Little Otter Creek. They are working on Galloway bridge.
Commissioners met with Emergency Management Director Mark Merrill and reviewed the Midwest Mobile Radio quote for EMD Moswin radio. Commissioner Hibler moved to accept the Midwest Mobile Radio quote of $5,478.00 and was seconded by Abbott. Roll call vote taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners met with Collector/Treasurer Beth Larkins for the opening of depository bids. Bank Northwest submitted a bid with the requirements that were asking for. Commissioners called Jim Anderson of Bank Northwest to discuss the bid. Commissioner Abbott moved to accept the depository bid from Bank Northwest. Seconded by Commissioner Motsinger. A roll call vote taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners met with Sheriff Mitch Allen and Dispatchers Marty Gray and Hillary Hosman regarding the central dispatch. Commissioner Motsinger moved to approve Caldwell County Sheriff Department Dispatch contract with Caldwell County Ambulance for $895.77 per month. Seconded by Commissioner Hibler and a roll call vote taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea. Commissioner Motsinger moved to approve the Missouri Sheriff Methamphetamine Relief Taskforce award agreement (2022 DSSSF). Commissioner Abbott seconded and a roll call vote taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioner Motsinger left to attend the MO Hwy 13 Corridor Coalition meeting in Warrensburg.
Commissioners talked with Terry Rumery by phone about economic development for the county. Project Runway 2 was discussed.
Commissioners met with concerned citizen Linda McElwee about the letters she received in the mail about the clean line running through the county.
Commissioners met with Jeff Campbell concerning the farming on Little Otter Creek ground.
Commissioners broke for lunch. During lunch, Commissioners ran into Phil Minnick of NW Electric and discussed running electric to Little Otter Creek house.
Commissioners reviewed the employee handbook for updates.
Commissioners met with Attorney Ed Proctor. He delivered a settlement check for $265,000 from the Log Creek lawsuit.
Commissioner Motsinger returned from the meeting at Warrensburg and joined the meeting.
Commissioners called Farmers Electric Cooperative about getting a meter installed at the Little Otter Creek house.

Commissioners Bud Motsinger, Rex Hibler and Jonathan Abbott attended the Little Otter Creek meeting at the Church of the Nazarene in Kingston.
Commissioner Hibler moved to go into closed session per RSMO 610.021 (1) legal. Commissioner Abbott seconded and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioner Abbott left the meeting at 10:35 AM.
Commissioner Hibler moved to go out of closed session. Commissioner Motsinger seconded and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.

Commissioners met with Jeff Campbell, Road and Bridge supervisor to discuss planting Little Otter Creek crop ground and construction of Galloway Road bridge. Building insurance was discussed.
Commissioners met with Colt Arnold, Planning and Zoning, to discuss updates in that department.
Commissioners called Mike Ryan of Creative Planning agent for MOPERM insurance to get clarification on some of the coverages.
Commissioner Motsinger moved to renew a certificate of deposit of $100,000 with Bank Northwest for 3 years at the rate of 1.00%. Commissioner Hibler seconded and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.
Commissioners reviewed the updated employee handbook. Commissioner Hibler moved to accept the revised handbook dated 6-21-2021. Commissioner Motsinger seconded, and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.
Commissioners met with Terry Rumery to discuss economic development for the county.
Commissioners called Gerhart Baker regarding an AOP site for Little Otter Creek.
Commissioners returned a call to Harold Sparks about the condition of Old 36 Highway.

Commissioner Bud Motsinger and Rex Hibler attended the Green Hills North Missouri Solid Waste Management District meeting at the Barton Campus in Trenton followed by the Regional Planning Commission Board meeting and then the Transportation Advisory Committee meeting to finish out the day.

Commissioners met with Melissa Poje, secretary of Road and Bridge department, to discuss brush letters and the recycling grant. Commissioners met with Ryan Allsup of road and bridge to discuss flooding issues.

Commissioners met with Lincoln Township Board member Jim Stone regarding brush that needs addressed in Lincoln Township.
Commissioners met with Sheriff Mitch Allen to discuss the bill for $105,312.30 for the Motorola radios and the issues at the detention center.

Commissioners met with Emergency Management Director Mark Merrill to discuss an emergency portable generator and an application to FEMA for the recent flooding issues and road damage.
Commissioners met by Zoom call with Allstate Engineers regarding the progress on the Little Otter Creek Reservoir.
Commissioners met with Caldwell County Ambulance Director Will Railsback regarding the ARPA funding.
Commissioners met with Terry Rumery to discuss economic development for the county.
Commissioners reviewed a summons for court case of Olsson Inc vs. Caldwell County.
Commissioners met with Golden Age Nursing Home board members Marge Pollard and Carolyn Clevenger to discuss the ARPA funding and what they could submit to request funds. The nursing home is having a hard time recruiting workers and keeping them.
Commissioners met with Assessor Beverly Alden to discuss tax impact notices and a copier lease.
Commissioners called Attorney Travis Elliott and left a message about discussing the ARPA funds.
