Commissioners Minutes for June 3, 2019

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance.

Jeff Campbell, road and bridge supervisor met with the commissioners to discuss brush notices that he will be sending out in Hamilton Township and Lincoln Township. They also discussed a box culvert on Millcreek Road. He received a bid for brush removal on Barwick Dr.

Weekly bills were paid.

Cary Sayre and Clif Braumer had a teleconference regarding Little Otter Creek with the commissioners to discuss mitigation for Little Otter Creek.

Commissioners signed certified court orders to outlaw 2014 and 2015 unpaid personal property tax statements per request of Treasurer June Grooms, they are as follows:
the unpaid 2015 Personal Property Tax statements totaling $10,088.49 of this amount, the county portion is $330.44, and the unpaid 2014 personal property tax statements totaling $339.28 including the county portion of $14.20.

Signed certified court order to transfer $56,000 from General Revenue Fund to Assessment Fund per 2019 Budget. This transaction is per the 2019 budget and is recorded herein.

Terry Rumery met with the commissioners regarding economic development.

Commissioner C.R. Bud Motsinger attended the NW Workforce Development Board Meeting at the St. Joseph Job Center.

Commissioners Minutes for June 6, 2019

Commissioner Rex Hibler met with Kevin Rost from Goldberg Group Architects, PC in the lunchroom of the Caldwell County Courthouse with County Clerk Christine Owen. Leanne Jorns was in attendance along with Mike Harter from E.L. Crawford Construction, Inc., Nick Nigh from Herner Construction Inc., Tony Griswold from Lee Grover Construction Company Company and Zach Schurman from Lawhon Construction.

At 1:05PM Rex Hibler opened 4 bids for the elevated outdoor recreation.

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen.

Commissioners reviewed bids for the Caldwell County Detention Center’s outdoor recreation area with Kevin Rost of GGA and Leanne Jorns and Sheriff Jerry Galloway.

Commissioners held a quarterly department head meeting.

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen.

Commissioners signed bi-weekly payroll.

Commissioners met with Beverly Alden and discussed assessment and impact notices to be mailed today. Also discussed the dates for board of Equalization. Citizens can address questions about values with the Assessor and if they still have grievances for an appeal, they can call Clerk Christine Owen to schedule an appointment with the Board of Equalization. There will be a notice in the local paper for two weeks as follows:

NOTICE OF MEETING OF COUNTY BOARD OF EQUALIZATION
Notice is hereby given that the Caldwell County Board of Equalization will begin hearing appeals on July 15, 2019 in the County Commission room of the courthouse. All taxpayers who would like to make an appeal MUST make an appointment before July 8, 2019 at 5 PM by calling County Clerk Christine Owen at 816-586-2571.
This is the PROPER TIME and the ONLY TIME to bring grievances or complaints on the assessed valuations as placed upon property by the County Assessor to the attention of the Board of Equalization.
All hearings will be held on the date and time set aside for each appointment.

Bud Motsinger left the meeting at 9:45 AM to go to ribbon cutting for the new visitor center and the Hotel Hamilton in Hamilton.

Commissioners spoke with Colt Arnold, buildings and grounds supervisor, regarding projects for the courthouse. Discussed purchasing a gas blower to use to maintain the courthouse sidewalks and parking areas that need rid of debris and clippings from mowing.

Marty Gray met with commissioners to update them on the 911 Emergency Management issues.

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance.

Jeff Campbell, supervisor of road and bridge department discussed brush on roads outside of Nettleton. Request for Qualifications (RFQ’s) for John Deere bridge are due Friday.

Beverly Alden, Assessor met with the commissioners and Clerk Christine Owen regarding the BOE schedules and judges.

Commissioners paid weekly bills.

Commissioners met with Joel Gundelfinger and Drew Eanes from McKinstry regarding county plans for infrastructure.

Mark Merrill of Emergency Management department met with commissioners about items needed for his department.

Bud Motsinger, Jonathan Abbott and Rex Hibler met with Leanne Jorns and Jerry Galloway at the Caldwell County Detention Center for a pre-bid meeting for the outdoor recreation center. Others attending were: Kevin Rost with Goldberg Group and Chris Herner and Nick Nigh with Herner Construction.

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler attended the NW Regional Commissions meeting in Chillicothe.

Commissioner Bud Motsinger attended the Planning and Zoning meeting at the courthouse.

Commissioners Minutes for June 24, 2019

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse. Clerk Christine Owen was out of the office.

Road and Bridge supervisor Jeff Campbell met with the commissioners with updates on roads. The bridge deck on Peak Rd was poured and waiting for it to cure. Jeff also has a MAC board meeting in Jefferson City this week.

RFQ’s for John Deere were opened.

Commissioners met with David Bethel of the City of Kingston regarding the Caldwell County Detention Center’s building permit. He stated that it would need an engineer study and that the lift stations may need updated.

Carlee Johnson with the new Missouri Extension office in Kingston introduced herself to the commissioners and shared with them about a business development workshop.

Terry Rummery met with the commissioners concerning Little Otter Creek. Terry attended a meeting in Jefferson City with Aaron Jones, Mike Michelson & Jenniffer Hoggett. Terry had also met with Randy Railsback about the CDBG grant. Terry updated the commissioners about the Industrial Park in Cameron.

June Grooms spoke with the commissioners about adding her to the Kingston License Office checking account.

Jim Anderson from Bank Northwest met with the commissioners regarding a line of credit for the construction of the detention center’s outdoor recreation area. Rex Hibler moved to open a line of credit for $500,000 at Bank Northwest for the construction of the outdoor recreation center and to give Leanne Jorns authority to call the bank to request funds from the line of credit as construction bills are submitted. Jonathan Abbott seconded the motion and a roll call vote was taken. Rex Hibler voted yes, Jonathan Abbott voted yes, Bud Motsinger voted yes.

Commissioners called Goldberg Group concerning the contract for the outdoor recreation center.

Commissioners Minutes for June 27, 2019

Commissioners C.R. Bud Motsinger and Rex Hibler attended a Solid Waste District Executive Board meeting at Green Hills Regional Planning Commission in Trenton followed by a Green Hills Regional Planning Commission board meeting.

Commissioner Jonathan Abbott met with FEMA agent Preston Brooke and SEMA agent Michael Booth along with Jeff Campbell, Mark Merrill and Christine Owen. The group drove to several locations in the county that will be submitted for flood damages.
