January 4, 2022
Commissioner Bud Motsinger called the meeting to order at 8:30 am in the commissioner’s room of the Courthouse with County Clerk Christine Owen. Roll call: Bud Motsinger-present; Rex Hibler- present; Jonathan Abbott-absent. They opened the meeting with the Pledge of Allegiance. Commissioner Hibler moved to approve the agenda and Commissioner Motsinger seconded, roll call vote as follows; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.
Commissioner Motsinger moved to approve the December 20 closed session minutes and the regular meeting minutes for December 27 & 31. Seconded by Commissioner Hibler. A roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.
The pooled cash report was reviewed.
Commissioners met with Road & Bridge supervisor Jeff Campbell for the 2022 budget request.
Commissioner Jonathan Abbott arrived at 8:55 AM.
Commissioners met with Collector/Treasurer Beth Larkins for the 2022 budget request.
Commissioners met with Recorder of Deeds Julie Hill for the 2022 budget request.
Commissioners met with Prosecuting Attorney Brady Kopek for the 2022 budget request.
Commissioners met with Coroner Dana Brown for the 2022 budget request.
Commissioners met with Sheriff Mitch Allen for the 2022 budget request.
Commissioners met with Jessica Farmer CCDC Financial Officer for the 2022 budget request.

January 10, 2022

Commissioner Hibler moved to approve the meeting minutes for January 4 & 7 minutes. Seconded by Commissioner Motsinger. A roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.
The pooled cash report was reviewed.
Commissioners called MOPERM to discuss the courthouse water damage that happened on January 9th . It was discovered that the radiators that were uncapped had leaked due to the overflow from the boiler that had malfunctioned. The sump pump in the basement had burned out and will need replaced.
Commissioners met with Road & Bridge supervisor Jeff Campbell. They discussed the CDL requirement changes.
Commissioner Jonathan Abbott arrived at 8:55 AM.
Commissioners met with Stephanie Williams and Bob Hughes of the North Central Missouri Business Facilitation (NCMBF) regarding the budget request for 2022. Commissioner Motsinger moved to renew the contract with NCMBF for a $4,000 annual contribution. Commissioner Hibler seconded the motion. A roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea. Commissioner Hibler signed the agreement on behalf of the county.
Commissioners met with Corinne Watts and Jackie Soptic of the Green Hills Regional Planning Commission regarding the budget for 2022 and the annual contract. They discussed the Hazard Mitigation Plan and Memorandum Agreement. Commissioner Abbott moved to sign the memorandum agreement. Seconded by Commissioner Hibler. A roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea. Commissioner Motsinger signed the agreement.
Commissioners met by virtual Zoom meeting with Allstate Consultants to discuss the construction plans for Little Otter Creek.
Commissioners called the Caldwell County News about printing the Little Otter Creek news release.
Clerk Owen left the meeting.
Commissioners met with Terry Rumery to discuss economic plans for the county.
Commissioners had an interview by phone with Tom Tingerthal of KCHI radio station regarding the press release for Little Otter Creek Reservoir.

Commissioners reviewed the 2022 proposed budget with Clerk Owen.
Commissioner Abbott arrived at 9:00 AM.
Commissioners met with Charlie Zitnik of DA Davidson and Sid Douglas of Gilmore & Bell and Attorneys Ed Proctor and Padraic Corcoran to consider the following:
A RESOLUTION AUTHORIZING THE CALDWELL COUNTY, MISSOURI REFUNDING AND
IMPROVEMENT CERTIFICATES OF PARTICIPATION, SERIES 2022, AND AUTHORIZING AND
APPROVING CERTAIN OTHER DOCUMENTS AND ACTIONS BY THE COUNTY
Commissioner Hibler moved to adopt “A RESOLUTION AUTHORIZING THE CALDWELL COUNTY,
MISSOURI REFUNDING AND IMPROVEMENT CERTIFICATES OF PARTICIPATION, SERIES 2022,
AND AUTHORIZING AND APPROVING CERTAIN OTHER DOCUMENTS AND ACTIONS BY THE
COUNTY” Seconded by Commissioner Abbott. A roll call vote was taken; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioner Motsinger moved on behalf of Caldwell County, Missouri to deem the Preliminary Official Statement as final. Commissioner Hibler seconded. A roll call vote was taken; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.

January 24, 2022

Commissioners met with Road & Bridge supervisor Jeff Campbell. They discussed budget, brush letter needing to be sent and a request for ARPA funds.
Commissioner Jonathan Abbott arrived at 8:55 AM.
Commissioners held a preconstruction meeting for the Federal-aid Project BRO-B013(40) Caldwell County Bridge 37200051 John Deere Bridge over Shoal Creek. Attending were: Mark Huck with Burns & McDonnell, Craig Elmore and James Miller from MoDOT and Mike Sattman with MS Contracting LLC.
Commissioners participated in a zoom call to discuss Little Otter Creek Construction progress. Megan Miller with Gilmore Bell brought documents for the commissioners to sign for the refinancing of the existing bonds.
Commissioners met with Terry Rumery to discuss economic development for the county.
Commissioners met with Larry Chipman and discussed ARPA funds and qualifications for applications.
Meeting adjourned at 11:40 AM. Commissioners attended the ACCD-911 meeting in Maysville.

January 25, 2022

January 26, 2022
Commissioner Jonathan Abbott traveled to Jefferson City to testify at a House Judiciary Committee Hearing in support of HB1876 concerning eminent domain policies.

January 27, 2022

Commissioner Hibler moved to approve the agenda and Commissioner Motsinger seconded, roll call vote as follows; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners reviewed the final 2022 budget document with County Clerk Christine Owen.
Commissioners and Clerk Owen attended the pre-construction conference for Little Otter Creek at the Kingston Nazarene Church. Attending this meeting was Padraic Corcoran – Attorney Williams & Campo, P.C.; Allstate Consultants – Cary Sayre, Julie Marks, Ben Heins, Christina Caldwell, Tom Kelly, Daniel Huaco, Tyler Lane; Phillips Hardy Inc – Wyatt Phillips & Matt Brosch; Green Hills Regional Planning Commission – Jackie Soptic; City of Hamilton – John Nab; Caldwell County Road and Bridge – Jeff Campbell. Attending by phone were: Attorney Ed Proctor; NRCS – Andrew Rackers, Michael Ash, Joey Rosenfelter, Elizabeth Estrada Rocha; DNR – Michael Weller.
Commissioners and Clerk Owen held a budget approval hearing in the commissioner’s room of the courthouse. Others attending were: Road and Bridge Supervisor Jeff Campbell and Collector/Treasurer Beth Larkins.
Commissioner Hibler moved to approve the 2022 budget as final. Commissioner Motsinger seconded the motion and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted no. The 2022 budget was signed and sealed by the commission and clerk and will be sent to the state auditor’s office.
The pooled cash report was reviewed and bills for the month were paid.
Commissioners signed the Certified Copy of Order No. 2021-12-27 An Order Approving the Financial Assistance Agreement by and between the Missouri Department of Natural Resources and the Caldwell County Commission for the Little Otter Creek Reservoir Project. Seconded by Commissioner Motsinger. A roll call vote taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioner Hibler moved to approve the signing of the Little Otter Creek Watershed Protection and Flood Prevention Notice of Award for the dam construction to Phillips Hardy, Inc for $14,400,486.75 and Commissioner Motsinger seconded. A roll call vote taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea. The notice of award was signed by the commission.

January 31, 2022

Commissioners reviewed the pooled cash report and paid weekly bills.
Commissioners met with MOPERM adjustor for the water damage at the courthouse.
Commissioners met with Road and Bridge supervisor Jeff Campbell. Discussed looking at the disc on the Little Otter Creek property to see if it is useable. They discussed hauling gravel in the Braymer area.
Commissioners met with Collector/Treasurer Beth Larkins – Semi-annual Treasurer’s report.
Commissioners met with Charlie Zitnik of DA Davidson regarding the refinance of bonds at Security Bank of $4,150,000. Commissioner Motsinger signed the Series 2022B for $65,000 and Series 2022A for $109,225.
Commissioner Abbott moved to adopt and sign the Certified Copy of Order No. 2022-1-31 A resolution approving an agreement regarding the Little Otter Creek Watershed Protection and Flood Prevention Project with Phillips Hardy, Inc. and ratifying the Presiding Commissioner’s execution of the same, and authorizing such further actions necessary to carry out the intent of this resolution. Commissioner Hibler seconded the motion. A roll call vote taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners met virtually with Allstate Consultants for updates on the construction of the Little Otter Creek Reservoir Dam.
Commissioners met with Sheriff Mitch Allen to discuss repairs needed at the jail after a hot water heater went out and a part needed to fix the cooler. Discussed filling out an ARPA application for salary supplement for premium pay for the jail.
Commissioners met with Terry Rumery to discuss economic development for the county.
