Commissioners Minutes for January 7, 2019

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with the Pledge of Allegiance to the United States Flag.

The commissioners met with supervisor Jeff Campbell for updates on the Road and Bridge Dept. Campbell reported that his crew poured the concrete bridge deck on NE Ridgeway Dr. A tube replacement temporarily closed NE Jefferson Dr. between Marshall and Springhill on 1-4-2019. Commissioners talked with Campbell regarding replacement of a stand pipe and tube on SE Oliver Rd.

Jeff Campbell with the Road and Bridge department discussed brush control with commissioners. Rex Hibler made a motion to send certified letters to two land owners in Kidder Township, section 23 at NW Millcreek Dr. and Section 27 at NW Barwick Dr. The motion was seconded by Bud Motsinger. A roll call vote was taken to approve the motion. Rex Hibler voted yes, Bud Motsinger voted yes, Jonathan Abbott voted yes. There is one more property on Whispering Oaks that Campbell will contact regarding brush.

The Commissioners met with Marty Gray of the Sheriff’s Department and Emergency Management Director Mark Merrill for an update on their departments. They discussed the status of the $30,000.00 grant for storm sirens. They have scheduled a meeting to discuss the resource list for emergency management meeting on Feb. 13th at 10am at the Sheriff’s Office.

Commissioners met with former Clerk Beverly Bryant and County Clerk Christine Owen regarding the 2019 budget.

Blaine and Michael Fife with Magna Dry met with commissioners concerning the construction of the south entry way deck to tie in with the ramp entrance. This project was completed 1-6-2019.

Commissioners signed contracts for dispatch services for Braymer, Polo, Hamilton and Caldwell Co. Ambulance Service.

The Commissioners participated in a LOC conference call to discuss responses to EPA comments.

Commissioners discussed 2019 Recorder of Deeds budget with Julie Hill.

Commissioners discussed 2019 County Clerk budget with Christine Owen.

Commissioners started reviewing 2019 General Revenue budget.

Commissioners Bud Motsinger and Rex Hibler participated in a conference call with Greg Pitchford of Allstate Consultants to discuss the mitigation plan and action item list for Little Otter Creek.

Met with supervisor Jeff Campbell for updates on the Road and Bridge Department. Discussed Galloway Rd. easement, road closures on Ponderosa and Sandstone for LOC Construction and Lawsuit settlement for bridge replacement from 2015 on Log Creek Rd.

Met with Lindsey Chaffin of Great River Engineering.

Met with Terry Rummery to discuss economic development.

Commissioners Bud Motsinger and Jonathan Abbott went to LEPC meeting at the Health Department.

Debbie Davis discussed the Extension Council 2019 Budget.

Commissioner Jonathan Abbott attended Fire Chiefs meeting in Kingston at the Fairgrounds.

Commissioner Bud Motsinger attended Regional Extension Council Hamilton UMC.

Commissioners Bud Motsinger and Jonathan Abbott attended Little Otter Creek committee meeting at Nazarene Church. Commissioner Rex Hibler was absent.

They met with Marty Gray, 911 Coordinator, to discuss Caldwell County dispatch and 911.

They continued to work on the 2019 County Budget.

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen.

Commissioners met with supervisor Jeff Campbell for updates on the Road and Bridge Department. Rex Hibler made a motion to send certified brush letter to Kidder Township, Section 28 NW Whispering Oaks Rd. The motion was seconded by Jonathan Abbott. A roll call vote was taken to approve the motion. Bud Motsinger voted yes, Jonathan Abbott voted yes, Rex Hibler voted yes.

Commissioners met with Greg Pitchford and Ed Proctor to discuss mitigation for Little Otter Creek Lake.
Commissioner Jonathan Abbott left meeting to go to Jefferson City for hearing on Grain Belt, Clean Line and Transmission Line.

Met with Sheriff Jerry Galloway, Leanne Jorns and Dina Eskridge of the Dentition Center to discuss outdoor recreation plans and trading buses.

Met with Mark Merrill EMD and Marty Gray of Sheriff’s Department. Discussed employee satisfaction and Emergency planning to include area churches for shelters or warming centers for the winter months. The EMPG grant has been finalized. Minor corrections were made to the $30,000.00 grant for storm sirens and they are waiting to hear back.

Commissioners had a conference call with Danny Kincaid. Computer server project is about 70% complete. There are plans to update the firewall protection in 2019. This protects us from outside sources. The Windows 10 update for computers is going to be approximately $275.00 per computer to get this done.

Commissioners continued to work on the 2019 budget.

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen.

Met with Collector/Treasurer June Grooms to discuss budget requests.

Met with Assessor Beverly Alden to discuss budget requests.

Budget review with Clerk Christine Owen.

Final Budget Hearing call to order 11:25am. Collector/Treasurer June Grooms, Assessor Beverly Alden, Road and Bridge Supervisor Jeff Campbell, Sheriff Jerry Galloway, Clerk Christine Owen, Former Clerk Beverly Bryant, Commissioners Bud Motsinger, Jonathan Abbott and Rex Hibler were present. The final 2019 County budget was presented and meeting adjourned at 12:55pm.

Commissioners met with Pat Fee and William Snow to discuss Hamilton Township and Gomer Township road conditions.

Commissioners Minutes for January 30, 2019

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen.

Meeting called to order 8:35am with the Pledge of Allegiance to the Flag. Commissioner Rex Hibler made the motion to approve the 2019 Caldwell County Budget which included a $0.50 per hour raise for all non-elected employees. This raise is effective with the February 8th payroll. The motion was seconded by Jonathan Abbott. A roll call vote was taken to approve the motion. Bud Motsinger voted yes, Rex Hibler voted yes, Jonathan Abbott voted yes.

2019 Budget was signed along with January bills to be paid.

Met with Jennifer Wycoff and Stephanie Henry concerning Great NW Days. They offered ideas and resources to help promote Caldwell County at the Great NW Days which the Commissioners appreciated and accepted.

Met with Terry Rumery to discuss economic development.

Rex Hibler made the motion to approve and sign the Missouri Highways and Transportation Commission Agreement for Project BRO-BO13 (40) John Deere. The motion was seconded by Bud Motsinger. A roll call vote was taken to approve the motion. Rex Hibler voted yes, Bud Motsinger voted yes, Jonathan Abbott voted yes. Two copies were signed to send back to MoDOT.

Commissioners talked with Danny Kincaid per phone to discuss County web page problems.

Commissioners met with license office manager Sharon Wright and discussed purchasing additional computer for License office.

Commissioners talked with Cody from Waldinger per phone to discuss final boiler installation including addition of a damper.

Call was made to Aaron Jones with Allstate Consult to discuss Great NW Days.

Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Commissioner Jonathan Abbott was absent.

Commissioners met with Austin Hibler to discuss various MoDOT road projects for 2019. They also discussed the county and MoDOT working together on a maintenance agreement for Old Highway 36 in Caldwell County.
