February 4, 2022
Commissioner Bud Motsinger called the meeting to order at 8:30 am in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Roll call: Bud Motsinger; present Rex Hibler; present, Jonathan Abbott; present. Commissioner Abbott moved to approve the agenda and Commissioner Motsinger seconded. A roll call vote was taken; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Payroll was signed.
Commissioners talked to Jackie Soptic of Green Hills Regional Planning Commission by phone regarding the payroll review needed for the Little Otter Creek Reservoir Dam construction.
Meeting adjourned at 11:15 am.

February 7, 2022
Commissioner Bud Motsinger called the meeting to order at 8:30 am in the commissioner’s room of the Courthouse. County Clerk Christine Owen participated by phone. Roll call: Bud Motsinger-present; Rex Hibler- present; Jonathan Abbott-present. They opened the meeting with the Pledge of Allegiance.
Commissioner Hibler moved to approve the agenda and Commissioner Motsinger seconded, roll call vote as follows; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea. Weekly bills were paid and the pooled cash report was reviewed.
Commissioners met with Jeff Campbell, Road and Bridge Supervisor. They discussed upcoming bridge projects. Jeff discussed repairs needed to the Road & Bridge office ceiling and pricing for a mini excavator. The new truck ordered last year won’t be delivered until approximately May.
Commissioners discussed the annual agreement with Region H for hazard mitigation. Commissioner Abbott moved to sign the 2022 Agreement Between County’s & LEPC’s within Region “H” Homeland security Regional Response System is to promote training, education and the safe efficient response to hazardous materials incidents in Northwest Missouri. Seconded by Commissioner Hibler. A roll call vote was called as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners met virtually with Allstate Consultants to discuss Little Otter Creek construction.
Commissioners and Prosecuting Attorney Brady Kopek met with Jason Brown & Andrew Schulte with Grain Belt Express about a road agreement and county assent. Commissioners did not sign either at this time.

Commissioner Hibler moved to have Presiding Commissioner Motsinger sign the notice to proceed letter to MS Contracting, LLC on the Federal-Aid Project BRO-B013(40) Bridge No. 37200051 on NW John Deere Road. Seconded by Commissioner Abbott. A roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.

Commissioners attended the annual CCAM training in Columbia.

February 14, 2022
Commissioner Bud Motsinger called the meeting to order at 8:30 am in the commissioner’s room of the Courthouse with County Clerk Christine Owen. Weekly bills were paid and the pooled cash report was reviewed.
Commissioners met with Jeff Campbell, Road and Bridge Supervisor. They discussed brush letters sent out and haven’t had a response for the landowner.
Commissioner Hibler moved to accept brush removal bids for the Gomer Township Section 25 on NE Sandstone Drive for $2,500.00 and the Grant Township Section 23 on SE royals Road for $1,500.00. Seconded by Commissioner Abbott and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners met virtually with Allstate Consultants to discuss Little Otter Creek construction progress.
Commissioners met Emergency Management Director Mark Merrill to discuss applications for ARPA funds.
Commissioners met with Terry Rumery regarding economic development for the county.
Commissioners met with Sheriff Mitch Allen to discuss a lease for law enforcement vehicles.
Commissioner Motsinger signed the finance application for the lease.

February 17, 2022
Commissioner Bud Motsinger called the meeting to order at 10:00 am for the Little Otter Creek Reservoir QA/CQC training meeting with County Clerk Christine Owen. Roll call: Bud Motsinger-present; Rex Hibler- present; Jonathan Abbott-absent. This meeting was held by phone call. They opened the meeting with the introductions. Attending were: Allstate Consultants LLC – Cary Sayre, Donald Fischer, Ben Heins, Julie Marks, Clif Baumer, Tom Kelly, Christina Caldwell, Daniel Huaco, Jacob Reigelsberger, Tyler Lane, Jordan Sayre, Jason Teeter; USDA-NRCS – Brandon Viers, Marty Comstock, Lizbeth Estrada, Joey Rosenfelder, Michael Ash; Phillips Hardy Inc. – Matt Brosch & Ed Darnell; Terracon Consultants, Inc. (Terracon) – Justin Clay, Doug Waldeier. The group went through a checklist of items regarding the construction of the Dam.

Commissioner Motsinger moved to go into Closed Session per RSMO 610.021(3) for personnel matters. Seconded by Commissioner Hibler. Roll call vote taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent. Sharon Wright, license office manager was present.
Commissioners requested that Clerk Owen leave the meeting as it was a matter between employee and employer. Commissioner Hibler was to keep minutes.
Commissioner Hibler moved to go out of Closed Session. Seconded by Commissioner Motsinger. A roll call vote taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.
Commissioners met with Larry Chipman to discuss ARPA applications that had been received.

February 22, 2022
Commissioner Bud Motsinger called the meeting to order at 8:30 am in the commissioner’s room of the Courthouse with County Clerk Christine Owen. Roll call: Bud Motsinger-present; Rex Hibler- present; Jonathan Abbott-was absent. They opened the meeting with the Pledge of Allegiance. Commissioner Hibler moved to approve the agenda and Commissioner Motsinger seconded, roll call vote as follows; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.
Weekly bills were paid and the pooled cash report was reviewed.
Commissioners met with Jeff Campbell, Road and Bridge Supervisor. They discussed an aluminum culvert that will need bid out.
Commissioner Abbott arrived at 8:55 AM. Commissioner Abbott moved to approve a CART rock allotment of $10,000 to each township for 2022. Seconded by Commissioner Motsinger. A roll call vote as follows; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea. The townships will have to have their financial statement filled with the state auditor before they get any of the funds.
Commissioners met with Randy Howell of Northwest Ag Services Inc. to discuss billing regarding the planting of the ground for the county and he had questions of why the bill was not paid in full when the planting was done in full. It was agreed by all parties to pay $45 per acre to settle the issue. He also had questions about attendance of the county meetings that he had reviewed for 2021.
Commissioner Hibler left the meeting at 11:00 AM. Commissioners met with Colt Arnold and Mark Merrill to discuss a list of courthouse repairs and putting an ad in the paper for bids for the repairs and for smoke alarms/carbon monoxide detectors for the courthouse. They discussed the janitor position for the courthouse. This position requires a person with good cleaning skills and the starting pay will be $11.50 per hour and a maximum of 19 hours per week. Applications will be accepted until March 21, 2022.
Commissioner Hibler returned to the meeting. Commissioners and Clerk Owen signed the 2021 Financial Statement and sent it to be published.
Commissioners and Prosecuting Attorney Brady Kopek met with Pat Watkins and Amber Baker of R&W Container. Pat wanted a letter from the commissioners stating that he is current on all fees due to the county. The group discussed tipping fees for the county and if there were any due.
Commissioners met with Recorder of Deeds Julie Hill regarding the remodel of the bathrooms of the courthouse.

February 28, 2022
Commissioner Bud Motsinger called the meeting to order at 8:30 am in the commissioner’s room of the Courthouse with County Clerk Christine Owen. Roll call: Bud Motsinger-present; Rex Hibler- present; Jonathan Abbott-present. They opened the meeting with the Pledge of Allegiance. Commissioner Hibler moved to approve the agenda and Commissioner Abbott seconded, a roll call vote as follows; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Weekly bills were paid and the pooled cash report was reviewed.
Commissioners met with Jeff Campbell, Road and Bridge Supervisor. They discussed an aluminum culvert that we will need to bid out and the bridge construction for the Little Otter Creek mitigation. They also discussed getting decals for the new recycling trailer.
Commissioners had a call from Darrell Decker of (MAGIC) Missouri Affiliated Government Insurance Consortium that other counties are a member of.
Commissioners met with Allstate Consultants by video Zoom meeting to discuss the Little Otter Creek Dam Construction updates.
Commissioner Hibler moved to have Bud Motsinger be the Little Otter Creek contracting officer for the county. Commissioner Abbott seconded the motion. A roll call vote was recorded as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioner Motsinger moved that the county will have Rex Hibler be the Little Otter Creek alternate contracting officer for the county. Commissioner Abbott seconded the motion. A roll call vote was recorded as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners met with Terry Rumery to discuss economic development opportunities for the county.
Commissioners met with Recorder of Deeds Julie Hill regarding the remodel of the bathrooms in the courthouse.
Commissioners broke for lunch.
Commissioners met with Michael Marriott from MODOT to discuss an agreement for maintaining Old 36 Highway. No decision was made at the time.
