Commissioners Minutes for February 4, 2019

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen.

Bills were paid for the week.

Commissioners met with Supervisor Jeff Campbell for updates on Road and Bridge. They discussed purchasing a fuel tank for Road and Bridge, and materials for Barwick and Peak Bridge. Also discussed brush in Rockford Township.

Commissioners met with Emergency Management Director Mark Merrill to discuss public safety, EMS and meeting scheduled for February 13, 2019 at 10am. Storm spotter training will be at Kingston Nazarene Church at 7pm.

Jonathan Abbott made a motion to approve Green Hills Regional Planning Commission for $4,240.80 annual dues. The motion was seconded by Rex Hibler. A roll call vote was taken to approve the motion. Rex Hibler voted yes, Bud Motsinger voted yes, Jonathan Abbott voted yes.

Rex Hibler made the motion to approve MO Association of Counties (MAC) for $1,742.00 for annual dues. The motion was seconded by Jonathan Abbott. A roll call vote was taken to approve the motion. Rex Hibler voted yes, Bud Motsinger voted yes, Jonathan Abbott voted yes.

Rex Hibler made motion to approve transfer to License Office fund from General Revenue $5,000.00 per allowance in 2019 budget to cover payroll and office expenses. The motion was seconded by Jonathan Abbott. A roll call vote was taken to approve the motion. Rex Hibler voted yes, Bud Motsinger voted yes, Jonathan Abbott voted yes.

Rex Hibler motion to approve transfer to LEST fund form General Revenue $25,000.00 to cover payroll per the 2019 budget. The motion was seconded by Jonathan Abbott. A roll call vote was taken to approve the motion. Rex Hibler voted yes, Bud Motsinger voted yes, Jonathan Abbott voted yes.

Rex Hibler motion to approve transfer $5,818.90 from Tax Maintenance Fund to General Revenue split at follows: $836.54 Office Supplies, $2,869.00 for Training Expenses, $2,036.00 for Disaster Recovery Expense, $79.36 for Misc. Expense. The motion was seconded by Jonathan Abbott. A roll call vote was taken to approve the motion. Rex Hibler voted yes, Bud Motsinger voted yes, Jonathan Abbott voted yes.

Commissioners met with Recorder Julie Hill.

Commissioners met with Assessor Beverly Alden.

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler went to Jefferson City for Great Northwest Days.

Commissioners Minutes for February 6, 7, 8, 2019

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler went to Columbia for a CCAM conference on Wednesday, Thursday and Friday.

Commissioners C.R. Bud Motsinger and Rex Hibler came back to the courthouse on Friday afternoon to sign payroll.

Commissioners Minutes for February 11, 2019

Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Jonathan Abbott was absent. The meeting was opened with the pledge of allegiance.

Bills were paid for the week.

Supervisor Jeff Campbell discussed updates on the Road and Bridge department. Jeff wrote a scope of work for John Deere Bridge and asked about putting in a bid for the City of Kingston fuel tank. They set March 28th as the meeting with all the townships in the county and discussed who to invite and what topics would be presented.

Jonathan Abbott arrived at 8:55 AM. Jonathan Abbott made the motion to keep the CART allotment at $10,000.00 for each township. The motion was seconded by Rex Hibler. A roll call vote was taken to approve the motion. Rex Hibler voted yes, Bud Motsinger voted yes, Jonathan Abbott voted yes.

Commissioners signed court orders for: Tax Maintenance transfer to General Revenue for $5,818.90; General Revenue to License Office for $5,000.00; General Revenue to LEST for $25,000.00.

Christine brought up the $200.00 check that the Child Support Division needed to be paid while Commissioners were out of town at MAC conference in Columbia. They approved it over the phone but she wanted them to sign a copy of the check to go along with the bank statement for the records.

The courthouse was closed in observance of Lincoln’s Birthday.

Commissioners participated in a conference call about LOC.

Commissioner Bud Motsinger went to a NCMBF meeting at Maysville.

They attended the employee luncheon at the Courthouse with a carry-in meal.

Commissioners Rex Hibler and C. R. Bud Motsinger attended a reception for Lance Rains in Trenton at the GHRPC office.

Commissioner Rex Hibler went to Trenton for a Greenhill’s Community Action meeting.

Commissioners C.R. Bud Motsinger and Jonathan Abbott met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Commissioner Rex Hibler was absent.

Commissioners C. R. Bud Motsinger and Jonathan Abbott met with Emergency Management Director Mark Merrill about Emergency Management plans and public safety.

Marty Gray of the Sheriff’s office discussed a town hall meeting for 911 concerning the upcoming election.

Cindy McElwee met with Commissioners to ask about purchasing some office equipment.

Commissioners met with Leanne Jorns, Dina Eskridge of CCDC and Mitch Allen of the Sheriff’s Department. They discussed plans for construction of the Detention Center’s elevated outdoor covered activity area. They provided a proposal from Goldberg Group Architects, PC with information about the bathroom combo units and shower cabinets that will be used in the current indoor recreation area. This area will be repurposed as future dorm housing.

Colt Arnold gave an update on the new boiler and the possibility of adding a cold water meter to regulate the levels of salt.

Payroll was signed.

The commissioners and Christine went to their Little Otter Creek meeting at Church of the Nazarene in Kingston.

Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Jonathan Abbott was not present.

Meeting opened with pledge of allegiance – Bud Motsinger, Rex Hibler, Jeff Campbell and Christine Owen.

Commissioners met with Supervisor Jeff Campbell for updates on road and bridge department. They also discussed the annual township meeting scheduled for March 28th.

At 9:05a.m. the following bids were opened and read by Bud:
Bids for Little Otter Creek crop ground.
Stoney Lane Farms – $90.00 per acre
Webb Farms – $131.00 per acre
Jeff Webb and Jeff Campbell were present for the bid opening. A motion was made by Bud Motsinger to accept the high bid from Webb Farms at $131.00 per acre. The motion was seconded by Rex Hibler with a roll call vote taken. Bud Motsinger voted yes, Rex Hibler voted yes, Jonathan Abbott was absent.

The following bids for Little Otter Creek hay ground were opened and read by Bud:
Mike and Paula McCoy – $31.00 per acre
Gabe Bowen – $52.00 per acre
Kyle and Megan Eitel – $30.00 per acre
Bill Hevalou – $42.50 per acre
Webb Farms – $51.00 per acre
Stoney Lane Farms – $36.00 per acre
Rex Hibler made a motion to accept the high bid of $52.00 per acre by Gabe Bowen. Bud Motsinger seconded the motion. A roll call vote was taken. Rex Hibler voted yes, Bud Motsinger voted yes. Jonathan Abbott was absent.

Commissioner Jonathan Abbott joined the meeting at 9:17a.m.

The following bids for steel were opened and read by Bud:
Viebrock Sales and Service – $12438.00 for Barwick / $11085.00 for Peak
Oden Enterprises Inc. – $10929.32 / $8825.29 for Peak
Randy Dillon with Viebrock Sales was present for the bid opening. A motion was made by Rex Hibler to accept the lowest Steel bid for $19754.61 given by Oden Enterprises Inc. This motion was seconded by Jonathan Abbott. A roll call vote was taken to pass. Bud Motsinger voted yes, Rex Hibler voted yes, Jonathan Abbott voted yes.

The following bids for crushed stone were opened and read by Bud:
Trager Limestone LLC – $10.70
Norris Quarries – $10.75
Jim Knox with Norris Quarries was present for the bid opening. Rex Hibler made a motion to accept crushed stone bid of both Trager Limestone LLC and Norris Quarries. This motion was seconded by Bud Motsinger. A roll call vote was taken. Jonathan Abbott voted yes, Rex Hibler voted yes, Bud Motsinger voted yes. A copy of the accepted bids will be sent to each township.

Christine Owen presented the 2018 financial statement to the commissioners. Rex Hibler made a motion to approve the 2018 financial statement. This motion was seconded by Bud Motsinger. A roll call vote was taken and Rex Hibler voted yes, Jonathan Abbott voted yes, Bud Motsinger voted yes.

Weekly bills were paid. January meeting minutes were approved to be published in the newspaper.

Rex Hibler made a motion for Child Support’s request to establish a petty cash fund for postage expense of $100.00 to be replenished with documentation every month. Motion seconded by Bud Motsinger. A roll call vote was taken. Jonathan Abbott voted yes, Rex Hibler voted yes, Bud Motsinger voted yes.

Prosecutor Brady Kopek meet with the commissioners. Jonathan Abbott made a motion to go into a closed session per RSMO 610.021(1) legal actions. The motion was seconded by Rex Hibler. A roll call vote was taken. Bud Motsinger voted yes, Jonathan Abbott voted yes, Rex Hibler voted yes. Rex Hibler made a motion to return to open session. The motion was seconded by Bud Motsinger. A roll call vote was taken. Bud Motsinger voted yes, Jonathan Abbott voted yes, Rex Hibler voted yes.

Commissioners met with Jim Anderson and Clint Michell of Bank Northwest. They discussed a new lease amount for the CCDC elevated outdoor covered recreation area. Also discussed the possibility of having an ATM installed inside the courthouse. Rex Hibler motioned to accept an ATM at no cost to the county. This motion was seconded by Bud Motsinger. A roll call vote was taken. Jonathan Abbott voted yes, Rex Hibler voted yes, Bud Motsinger voted yes.
