Commissioners Minutes December 7, 2020

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse. County Clerk Christine Owen was absent. The meeting was opened with The Pledge of Allegiance.

Weekly bills were paid.

Commissioners met with Jeff Campbell, Road and Bridge Supervisor to discuss getting bids to install electric in new R & B Buildings. The 2004 dump truck needs a new dash and wiring. Certified brush letters will be sent to the following property owners: New York Township, section 26, SE Allis Dr; New York Township, section 35, SE Lida Rd; New York Township, section 14 & 23, NE Shoal Station Dr & NE Beaver Rd & NE Gould Farm Rd; New York Township, section 23 NE Shoal Station Dr; New York Township, section 27 SE Leslie Rd.

Commissioners met with Dale Phillips of D. Phillips Insurance to discuss health insurance quotes for the county.

Commissioners met with Randy Dillion of Viebrock Sales & Service LLC to discuss upcoming projects.

Commissioners called Mike Brown to discuss CARES Act application for the Hamilton Fire Department.

Commissioners met with John and Sonia Farnsworth of Blue Diamond Jewelers regarding CARES Act funding.

Commissioners called Cary Sayre of Allstate to discuss LOC brush cutting specification for bid.

Commissioners Rex Hibler and Jonathan Abbott attended the 911 ACCD meeting in Maysville.

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with the Pledge of Allegiance.

Payroll was signed.

Commissioners met with Assessor Bev Alden regarding the printing of the new plat books.

Commissioners met with Sheriff Jerry Galloway about the budget and expenditures for the rest of the year.

Commissioner Jonathan Abbott and County Clerk Christine Owen called Little Otter Creek attorney Ed Proctor and MAC Attorney Travis Elliott to discuss the Sunshine law.

Commissioners Minutes December 14, 2020

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance.

Weekly bills were paid.

Commissioners met with Jeff Campbell, Road and Bridge Supervisor. Bid opening for electrical installation in the new road and bridge building will be Dec. 21,2020 at 9 AM. Bridge materials for Galloway Road will be put out for bid. They discussed digging a water line to the old house on the Little Otter Creek property to be used for the lake construction job site headquarters.

Commissioners met with Dale Phillips and Abigail Phillips of D. Phillips Ins. LLC to discuss health insurance quotes for the county.

Commissioner Bud Motsinger moved to approve the United Health Care BWD9D Rx565 Choice Plus with a $4,000 deductible and the United Health Care BW79 Balanced Choice Plus with a $5,000 deductible for the offerings for county employee health insurance. Jonathan Abbott seconded the motion. A roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.

Commissioner Rex Hibler moved to increase the county health insurance contribution from $550 to $575 per month. Jonathan Abbott seconded the motion. A roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.

Commissioner Jonathan Abbott moved to approve Principal Financial for life, vision and dental insurance for the county employee coverage. Rex Hibler seconded the motion and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.

Commissioners met with Terry Rumery regarding economic development for the county.

Commissioners met with Shawn Schuyler of Big Wood Tree Service LLC which is a new company located in the county.

Commissioners met with Shelby Berkemeier, Business Facilitator for North Central Missouri Business Facilitation (NCMBF) and other officers, Stephanie Williams, Treasurer and Bob Hughes, board chair. They gave an update on NCMBF progress.

Commissioner Bud Motsinger participated in the virtual Highway 13 meeting.

Commissioners Rex Hibler and Jonathan Abbott met with Tracy Carman, Caldwell County Health Department Administrator and RN Amanda Railsback. They gave an update on COVID-19 cases within the county, vaccine procedures and CARES act funding expenditures.

Commissioners called Colt Arnold to discuss boiler issues. Commissioners called Waldinger Corporation to escalate the need to get the boiler operable as soon as possible.

Commissioners called Mike Brown regarding the CARES Act funding request for the Hamilton Fire Department.

Commissioners called John Farnsworth regarding an expenditure request for the CARES Act funding.

Commissioners met with Beverly Alden, Assessor to discuss updates for the county plat book.

Commissioners called Attorney Travis Elliott to discuss legal issues.

Commissioner Rex Hibler participated in a Zoom meeting to plan for the upcoming Great Northwest Day at the Capitol.

Commissioners Minutes for December 21, 2020

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen.

Weekly bills were paid.

Commissioners met with Jeff Campbell, Road and Bridge Supervisor. They are planning to pour concrete in front of the doors of the new buildings. They helped Hamilton Township install a driveway tube. Discussed running water to the Little Otter Creek house.

Commissioners opened bids for electrical at the new road and bridge buildings. Two bids were opened as follows: MW Electric Supply for $12,351.27 plus $1,200.00 to upgrade the meter base and Provin & Able Electric LLC for$14,425.00. Discussion was made about the options of having cheaper lights than what was in the bids. Jonathan Abbott moved to accept Provin & Able Electric LLC with the understanding that cheaper light fixtures will be used and an amount will be figured. Bud Motsinger seconded the motion and a roll call vote was called as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.

Commissioners called Attorney Ed Proctor to discuss finalizing a real estate contract with Gordon Kinne.

Commissioner Bud Motsinger left the meeting to attend the Green Hills Regional Planning Commission meeting in Trenton.

Commissioners Rex Hibler and Jonathan Abbott met with Emergency Management Director Mark Merrill regarding the Emergency operational plan for the Little Otter Creek.

Commissioners Rex Hibler and Jonathan Abbott met with Carlee Quinn, Extension director and Erin Creason, the new Extension Youth Specialist.

Commissioners Rex Hibler and Jonathan Abbott called Cary Sayre of Allstate to discuss the Little Otter Creek meeting and groundbreaking.

Commissioners Rex Hibler and Jonathan Abbott called Tracy Carman regarding her request for CARES Act funding per the MOU agreement with Caldwell County Health Department.

Rex Hibler moved for Caldwell County to sign the Real Estate Contract for Sale between the Gordon L. Kinne Revocable Trust and Caldwell County Missouri. Commissioner Jonathan Abbott to sign the contract in the absence of Presiding Commissioner C. R. Bud Motsinger. Jonathan Abbott seconded the motion and a roll call vote was taken as follows: Rex Hibler voted yea; Jonathan Abbott voted yea; Bud Motsinger was absent.

Commissioner Rex Hibler and Jonathan Abbott met with Judge Ryan Horsman, Seth Oaks Juvenile officer, Robert Mazur, Court Marshall and Carrie Miller, Circuit Clerk to discuss the budget for 2021.

Commissioner Rex Hibler moved to close the courthouse all day on Christmas Eve December 24, 2020. Jonathan Abbott seconded the motion and a roll call vote was taken as follows: Rex Hibler voted yea; Jonathan Abbott voted yea; Bud Motsinger was absent.

Commissioners Minutes for December 23, 2020

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen.

Payroll was signed.

Commissioner Bud Motsinger moved to pledge $400 to the Community Foundation for the Great Northwest Fund. Jonathan Abbott seconded the motion and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.

Commissioner Bud Motsinger moved to renew the county’s membership to Hamilton Chamber of Commerce in 2021 for $25. Jonathan Abbott seconded the motion and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.

Commissioners called Ed Proctor to discuss the closing on Gordon Kinne property. Rex Hibler moved to authorize C. R. Bud Motsinger to sign all closing documents on the Gordon Kinne real estate transaction on behalf of the county. Jonathan Abbott seconded the motion and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.

Commissioners had a discussion about Little Otter Creek.

Commissioners called Hillary Hosman regarding an address for house on the Little Otter Creek property.

Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Commissioner Jonathan Abbott was absent. The meeting was opened with The Pledge of Allegiance.

Weekly bills were paid.

Commissioners called Colt Arnold, Buildings and Grounds supervisor to discuss boiler repairs and missing Forrest Road sign.

Commissioners met with Sheriff’s Office Administrator Nikki Lund to discuss adding names to Mo Surplus Property access list.

Commissioners met with Sheriff Jerry Galloway to discuss year end business. The Sheriff’s office has one car to sell and is giving the county commission the 2014 Ford F150 for the county’s use.

Commissioners met with CCDC Administrator Angie Lager to discuss bid for a new complete security system.

Commissioners met with Ed Proctor to finalize contract on Kinne Estate property.

Commission Rex Hibler moved to have CR Bud Motsinger sign the mitigation contracts with Swallowtail LLC and Land Learning Foundation. Jonathan Abbott seconded and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.

Commissioners Bud Motsinger and Rex Hibler visited the house on Little Otter Creek property to discuss repairs needed to be used as a construction office.

Commissioners Minutes for December 30, 2020

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with the Pledge of Allegiance.

Bills that were due in early January were paid before the end of the year.

A Public Hearing for 2020 Budget Adjustment was held. Commissioner Rex Hibler moved to approve the following budget adjustments to the 2020 budget:

⦁ Law Enforcement Fund – Add $351,000 to the revenues as a transfer in from General Revenue due to revenues being down from decreased inmate population due to Covid-19 required quarantine and policies
⦁ General Revenue Other General Fund – Add $80,000 to the expenditures as a transfer out to Law Enforcement Fund
⦁ CERF Fund – Add $7,000 to the expenditures and $7,000 to the Revenues (more funds were collected than we projected at budget time)
⦁ Coroner Fund within the Law Enforcement Fund – Add $5,000 to the autopsy expenditures and $3,000 to the office expenses for a total of $8,000
⦁ Inmate Detainee Fund – Add $100,000 to the revenues due to increased revenues in the fund and add $200,000 to the expenditures due to a payment to the CCDC building Fund loan
⦁ Deputy Sheriff Salary Fund – Add $200 to the revenues and $200 to the expenditures
⦁ Building Fund CCDC – Add $16,276.33 to the revenues and $8,000 to the expenditures

This motion was seconded by Commissioner Jonathan Abbott. A roll call vote to approve the motion was taken. Rex Hibler voted yea, Bud Motsinger voted yea, and Jonathan Abbott voted yea.

Commissioner met with Nikki Lund to discuss 2021 budget format for the sheriff’s office.

Commissioners met with June Grooms to discuss transfer of funds to balance 2020 budget.

County Clerk Christine Owen sworn-in Rex Hibler as Western District Commissioner and Jonathan Abbott as Eastern District Commissioner.
