August 1, 2022
Commissioner Bud Motsinger called the meeting to order at 8:30 am in the commissioner’s room of the Courthouse with County Clerk Christine Owen. Roll call: Bud Motsinger-present; Rex Hibler- present; Jonathan Abbott was absent. They opened the meeting with the Pledge of Allegiance. Commissioner Hibler moved to approve the agenda and Commissioner Motsinger seconded, a roll call vote was taken as follows; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent. Citizen Dale Akey sat in on the meeting.
Weekly bills were paid and the pooled cash report was reviewed.
Commissioners met with Ryan Allsup and Melissa Poje of Road and Bridge. Brush clean up was discussed and they will be working on tubes to be replaced on Pleasant Ridge, Z Hwy and Dillon Rd.
Commissioners held a bid opening for brush clearing for 9 locations. Bids were received from Davidson Tree Care LLC as follows: Lincoln Township Section 10 SE Tobin Valley Dr for $2,700; Section 27 on SE Soo Line Dr for $2,000; Davis Township Section 6 on SE Tobin Valley Dr & Sunnyvale Rd for $5,100; Section 19 on SE Soo Line Dr for $1,500; Section 20 and SE Granville Rd for $700; Grant Township Section 22 on Yankee Ridge Rd for $2,600; Gomer Township Section 4 on NE JC Penney Dr for $3,100; Section 9 on NE Dogwood Rd & NE JC Penney Dr for $4,800; Rockford Township Section 16 & 17 on SW Reno Dr and SW Ore Rd for $6,700 and $21,000; Section 21 on SW Reno Dr for $7,100. and to send 13 certified brush letters to the following: Lincoln Township Section 8 on SE Tobin Valley Dr, Section 27 on SE Soo Line Dr; Mirabile Township Section 13 on NW John Deere Rd; Grant Township Section 17 on SE Zack Wheat Dr; Section 18 on SW Log Rd and SW Colt Dr; Rockford Township Section 10 on SW Peak Rd; Section 16 on SW Ore Rd; Section 18 on SW Reno Dr; Section 21 on SW Ore Rd and SW Brangus Rd and SW Reno Dr. Land owners will be notified of bids.
Commissioners met with Bill Farrar to discuss a wooden bridge that needs to be repaired East of Proctorville Rd in Fairview Township on Section 12.
Commissioners met with Sheriff Mitch Allen to discuss bids received for the replacement of A/C and heating unit for his office. Commissioner Motsinger moved to approve the bid from Ken’s Heating and Cooling for $8,750. Another bid was received from Fosters for $18,430. A proposal from Green Hills Communication was presented to the commission for IT services at the Sheriff’s office of $80 per hour and $40 per hour travel time. Commissioner Hibler moved to have Commissioner Motsinger sign the contract on behalf of the county. Commissioner Motsinger seconded and a roll call vote was taken as follows; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent. Julie Marks of Allstate Consultants called to ask questions concerning the invoices for Little Otter Creek. Commissioners met with Terry Rumery of Rumery and Associates to discuss economic development for the county.
Commissioner Hibler moved to approve the June 1, 6, 7, 8, 9, 10, 13, 14, 16, 20, 23, 24 & 30 and July 5, 6, 8, 11, 14, 18, & 22 meeting minutes and the closed session for June 13 & 20 minutes. Seconded by Commissioner Motsinger and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.
Commissioners met with Don Fotheringhame of 221 Construction LLC to discuss the quotes for repairs at the courthouse. Commissioner Hibler moved to approve the 221 Construction quote #1794 for $$4,871.63 for the removal and reset of the AC units in the balcony area over the front doors of the courthouse and quote #1809 for $2,226.31 for the plumbing and installation of 4 water heaters. Commissioner Motsinger seconded and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent. Sheriff Mitch Allen joined the meeting to discuss the roof of the Sheriff’s office and he would like to get a bid from 221 Construction. 221 Construction will also give a quote on the women’s bathroom floor and stairs in the basement of the courthouse and for the detention center floor damaged by water.
Commissioners met with Larry Chipman and Sheriff Mitch Allen and Marty Gray to discuss the increase in COVID cases and applying for ARPA funds to help employees sick leave due to Covid and a Covid test is required.
Commissioners met with Recorder of Deeds Julie Hill to discuss the salaries of the courthouse employees.
Commissioner Abbott had a phone call with an investor regarding economic development in Caldwell County.

August 5, 2022
Commissioner Motsinger called the meeting to order in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Roll call: Bud Motsinger; present, Rex Hibler; present, Jonathan Abbott; was absent. The meeting was opened with the Pledge of Allegiance. Commissioner Hibler moved to approve the agenda and Commissioner Motsinger seconded. A roll call vote was taken; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.
Payroll was approved and signed.
Commissioner Motsinger signed and approved the contractor’s application for payment #4 to pay Phillips Hardy Inc. $315,867.37 for the ongoing construction at Little Otter Creek Reservoir. Commissioner Motsinger signed the reimbursement request #7 to submit for reimbursement of $531,146.84 of covered LOCR expenses through the federal grant with NRCS.

August 8, 2022
Commissioner Bud Motsinger called the meeting to order at 8:30 am in the commissioner’s room of the Courthouse with County Clerk Christine Owen. Weekly bills were paid and the pooled cash report was reviewed.
Commissioners met with Jeff Campbell, Road and Bridge Supervisor. They discussed when the dead tree in the courthouse yard could be removed. They are working on tubes on Jesse Rd. They discussed mowing the Little Otter Creek property sowed in grass and the county road banks. Commissioner Abbott arrived at 8:54 AM. The bridge on Dillon was discussed and it is a bridge on the list to be replaced. Jeff asked about submitting an application to the ARPA funds for a bridge. Commissioners said to contact Larry Chipman, ARPA administrator.
Commissioners met with Clerk Owen to review the meeting minutes that need approved and presented the monthly expenditure report through July which includes the percent of budget for the departments.
Commissioners met with Danny Kincaid of Dancomp LLC to discuss office 365 platforms for the county and migrating away from the gmail accounts. Commissioner Motsinger moved to approve the quotes for the monthly invoices to the county. Seconded by Commissioner Abbott. Roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners participated in a zoom call with Allstate Consultants to discuss Little Otter Creek construction progress.
Commissioners met with Sheriff Mitch Allen to review the estimate #1824 from 221 Construction LLC for the repairs at the detention center for the water damage. Commissioner Motsinger signed the estimate to approve.
Commissioners called Trager Limestone to discuss receiving rock tickets for the county and the townships.
Commissioner Abbott moved to approve the June 27, July 5 amended, July 25, August 1 & 5 meeting minutes and the June 27 closed session meeting minutes. Seconded by Commissioner Motsinger and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.

August 15, 2022

Weekly bills were paid and the pooled cash report was reviewed. Bills from 221 Construction were discussed and need approved.
Commissioners met with Jeff Campbell, Road and Bridge Supervisor. They discussed starting a FEMA project on Oliver Rd in Lincoln Township. They discussed removal of the dead tree in the front of the courthouse. They will contact Daviess County and plan to do the aluminum culvert on NW College Drive in Kidder Township. They discussed purchasing a grapple the bobcat and will get a price for next week.
Representative Randy Railsback joined the meeting.
Commissioners met with Michael Marriott of MODOT to review plans for future projects in the county and
to discuss the Old 36 maintenance proposals for the county to consider. They will meet in a few weeks to review proposals.
Commissioners participated in a zoom call with Allstate Consultants to discuss Little Otter Creek
construction progress. The next Little Otter Creek meeting will be on Friday September 16 th at 9:00AM at
the Kingston Church of the Nazarene.
Commissioners met with Terry Rumery of Rumery & Associates to discuss economic development for
Caldwell County.
Commissioners had a phone call from Don Fotheringhame of 221 Construction to discuss an estimate for courthouse repairs for the womens restroom in the basement. Commissioner Abbott moved to accept the bid of $18,131.26 for repairs. Commissioner Hibler seconded and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners held a bid opening for propane for the following locations: Courthouse, Sheriff’s office, Planning & Zoning office, Road and Bridge office, Caldwell County Health Department, Caldwell County Detention Center and the Caldwell County Library. The bid will be effective for August 15, 2022 to July 31, 2023. The bids were: MFA Oil Company for $1.68 per gallon; Thompson Gas for $1.649 per gallon;
Consumers Oil and Supply Co in Braymer for $1.79 per gallon. Commissioner Abbott moved to accept the low bid of $1.649 from Thompson Gas from Cameron. Commissioner Hibler seconded and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners met with Megan Snyder concerning a stop sign on Dillon & Kendall in Kingston Township.
The county does not have an ordinance for placing stop signs on county roads.
Commissioners met with Clerk Owen to review the meeting minutes and other bills to approve.
Commissioner Motsinger signed the Contractor’s Application for payment #1 for $184,512.90 to Brookfield Box and Bridge, LLC on the Little Otter Creek Reservoir project for bridge replacements for mitigation. Commissioner Motsinger signed the Multi-purpose Water Resources Program Fund Disbursement Request #2 for $341,174.63 for Reservoir construction of Little Otter Creek Reservoir project in reference to the Financial Assistance Agreement dated December 22, 2021 for $8,000,000 in funding.
Commissioner Abbott moved to approve the August 8 meeting minutes. Seconded by Commissioner Motsinger and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.

August 19, 2022
Commissioner Motsinger called the meeting to order in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Roll call: Bud Motsinger; present, Rex Hibler; present, Jonathan Abbott; present. The meeting was opened with the Pledge of Allegiance. Commissioner Abbott moved to approve the agenda and Commissioner Hibler seconded. A roll call vote was taken; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Payroll was signed and the pooled cash report was reviewed.
Commissioners met with Sheriff Mitch Allen regarding an annual contract with Accurate Controls, Inc. for the detention center security system. Commissioner Abbott moved to allow Commissioner Motsinger to sign the contract on behalf of the county for $14,041.16. Commissioner Hibler seconded and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.

August 22, 2022

Commissioners met with Jeff Campbell, Road and Bridge Supervisor. They will be replacing tubes this week. They mowed at the Little Otter Creek property last week.
Commissioners met with Colt Arnold, Planning & Zoning Administrator to discuss meeting minutes for the planning and zoning minutes and the buildings and grounds maintenance and county road signs that need to be replaced.
Commissioners had a phone call from Keith Wilcox about missing road signs in Kidder and Mirable Township.
Commissioners reviewed Change Order No. 1 for Little Otter Creek Reservoir Bridge Replacements for Mitigation project to approve adding $4,532 to the contract for a cost change for girders for the 290 th Street bridge and deduct the updated construction quantities for piling for Haun’s Mill Rd. The original contract price is $2,300,108.00 with Brookfield Box & Bridge, LLC. Commissioner Hibler moved to approve Presiding Commissioner Bud Motsinger to sign the change order no. 1 on behalf of the county.

Clerk Owen presented the Pro Forma from the State Auditor’s office and the county sales tax figures to the Commissioners. The tax rate ceiling from the auditor was 0.3319 and was used to compute the 50% sales tax reduction of allowable property tax rates due to the Sales Tax Recovery Act. This year the reduction will be 0.0935
The 2022 tax rate hearing was called to order by Presiding Commissioner Bud Motsinger. Tax levies for Caldwell County General Revenue and the Caldwell County Senior Services were discussed in order to produce the revenues for the year 2022. Commissioner Abbott moved to approve a sales tax reduction of 0.0935 and set the tax rate at 0.2384 for Caldwell County and the tax rate of 0.0500 for the CaldwellCounty Senior Services for the real estate and personal property tax bills for 2022. Commissioner Hibler seconded and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea. Commissioner Motsinger signed the Pro Forma to certify the tax rates for the county.
Commissioners met with Shea Farrell, Field Representative of Congressman Sam Graves office to discuss things going on in Caldwell County.

August 29, 2022

Commissioners met with Jeff Campbell, Road and Bridge Supervisor. They cut down the dead tree at the courthouse. They will be replacing tubes on Oliver and then Antelope. They discussed the soft match bridges that need replaced and MODOT has talked with Jeff regarding the replacement of a bridge each year. The soft match credit has lowered. Commissioner Abbott moved to accept brush bids from Davidson Tree Care LLC as follows: Lincoln Township, section 27 on SE Soo Line Dr for $2,000; Rockford Township, section 21 on SW Reno Dr $7,100; Davis Township section 19 on SE Soo Line Dr for $1,500. Commissioner Hibler seconded and a roll call vote was taken as follows; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea. Commissioner Hibler moved to advertise for 2 brush removal bids on Grant Township, section 35 SE of Highway V and Rockford Township, section 10 on SW Peak Rd and to send certified brush letters to 3 properties as follows: Grant Township, section 5 on SW Log Creek Rd & Antelope Rd and one in Lincoln Township section 27, SE Soo Line Dr. and on Davis Township, section 32 on SE Black Oak Rd.

Clerk Owen presented the commissioners with the expenditure report through August 29, 2022 by department that shows the amount of the budget remaining for the year.
Commissioners met with Sheriff Mitch Allen to discuss an addendum to the services agreement with Encartele for the Detention Center. This will provide 40 additional Cid Tabs and 4 additional tablet charging stations for the purpose of facilitating inmate use of CIDNET applications. Commissioner Abbott moved to approve Presiding Commissioner Bud Motsinger to sign the agreement on behalf of the county.
Commissioner Hibler seconded the motion and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea. They discussed the possibility of raising the rate for Federal inmates. This would be by hiring an attorney to negotiate a new per diem rate and transportation rate for Caldwell County.
Commissioners met with Terry Rumery of Rumery & Associates to discuss economic development for Caldwell County. Assessor Beverly Alden joined the meeting to discuss the chapter 100 bonds.
Commissioners reviewed the CALDWELL COUNTY, MISSOURI ORDER NO. 2022-08-29 An Order Approving the Transfer of $25,000.00 from General Revenue Fund #001 to Election Fund #012. This transaction is per the 2022 budget. Commissioner Abbott moved to approve the transfer of $25,000 from General Revenue Fund to the Election Fund. Commissioner Hibler seconded and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners met with Treasurer/Collector Beth Larkins. The 2022 tax sale was held on August 22, 2022 and properties were sold. She will need years 2011-2021 tax abatements.
Commissioners reviewed documents for Federal-Aid Project BRO-B013(40) Bridge No. 37200051 on John Deere Road Progress Invoice No. 16 for $17,632.23 as FINAL and the Burns & McDonnell invoice No. 12 as FINAL. Commissioner Hibler moved to approve Presiding Commissioner Bud Motsinger to sign on behalf of the county. Seconded by Commissioner Abbott and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea. Commissioner Motsinger signed the documents.
Assessor Beverly Alden met with the commissioners to ask for $56,000 to be transferred into the Assessment Fund from the General Revenue Fund per the 2022 budget.
