Commissioners Minutes for August 2, 2019

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen.

Commissioners signed bi-weekly payroll.

Commissioners Minutes for August 5, 2019

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse. County Clerk Christine Owen was out of the office. The meeting was opened with The Pledge of Allegiance.

Commissioners met with Carl Sneed to discuss BOE results.

Commissioners met with road and bridge supervisor Jeff Campbell. Jeff reported that they were working in Cowgill on a tube replacement. Jeff also sent out certified brush letters to:
Gomer Township – section 2, NE Smith Rd and NE Henry O Rd
Kingston Township – section 14, NE James Rd.
Hamilton Township – section 22, NW Mill Creek Dr.
Hamilton Township – section 30, NW Caldwell Rd.
Hamilton Township – section 30, NW Caldwell Rd.
Lincoln Township – section 27, SE Sooline Rd and SE Lincoln Rd

Commissioners returned a call to Curtis Houghton concerning a matter with Quarry road.

Commissioners met with Elizabeth Johnson from senator Josh Hawley’s office and Greg Pitchford, Cary Sayre and Jenna Moore from Allstate Consultants and Terry Rumery. The group took a tour of the Little Otter Creek lake site and discussed mitigation options. The next Little Otter Creek meeting is on August 16 at 9AM at Church of the Nazarene in Kingston.

Commissioners spoke with Craig Skembo by phone to discuss a property with a cemetery on it located at Far West Drive and Manson Rd.

Danny Kincaid with DanComp called to discuss the security camera bid.

Sheriff Jerry Galloway and Mitch Allen met with the Commissioners.

Commissioners met with Mark Merrill for updates on Emergency Management.

Commissioners Minutes for August 12, 2019

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance.

Commissioners met with road and bridge supervisor Jeff Campbell. Jeff reported that several brush letters were sent out. Discussed hiring Zach Osborn.

Tax Hearing was called to order 10:00 a.m. Jonathan Abbott moved to accept 0.2451 as the tax rate to be levied for Caldwell County. Bud Motsinger 2nd the motion. A roll call vote was taken, Bud voted yes, Rex voted yes, Jonathan voted yes.

10:18a.m. Propane Bid opening.
Present: Samantha Gardner, Mike Beck, Steve Henry.
Consumers Oil – Liquid Propane .99 per gal.
Ferrell Gas – .925 per gal.
MFA – .93 per gal.
Thompson Gas – .988 per gal.
Rex moved to accept low bid from Ferrell Gas of $0.925 per gallon bulk propane bid. Jonathan 2nd the motion. A roll call vote was taken, Bud voted yes, Rex voted yes, Jonathan voted yes.

Prosecutor Brady Kopek met with the Commissioners discussing his staffing needs.

Assessor Beverly Alden met with the commissioners regarding a request for mapping water meters.

Commissioners C.R. Bud Motsinger attended a meeting in Hamilton at United Methodist Church at 10:00 a.m.

Commissioner Rex Hibler attended Greenhill’s Community Action meeting in Trenton.

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance.

Commissioners met with road and bridge supervisor Jeff Campbell. Jeff reported that they were working on Oliver Road tube.

Mark Merrill and Marty Gray met with Commissioners discussing the need to have a separate salary schedule for dispatch. They are constantly training and losing valuable employees to other Counties that are paying full retirement plus a higher salary.

Public Hearing for Senior Services Tax Hearing was held at 9:15a.m. Rex moved to approve a 0.0500 rate. Jonathan 2nd the motion, a roll call vote was taken. Bud voted yes, Rex voted yes, Jonathan voted yes.

Commissioners met with Charlee Johnson of the Extension office.

Commissioners met with Rick Lemoine to discuss roads in Hamilton Township.

Derek Priest and Mark Cochran with US Bank introduced and offer any help in financial matters.

Randy Mendenhall the area engineer for MODOT shared the 2020-2024 Highway and Bridge Construction/Schedule with the Commissioners. Also shared Statewide Transportation Improvement Program 2020-2024 Northwest District.

Commissioners met with Terry Rumer about Economic Development.

Commissioner Rex Hibler met with Jeff Campbell of Road and Bridge, Mark Huck of Burns and McDonald and Greg Cox to Discuss replacement of John Deere Bridge.

Commissioner C.R. Bud Motsinger attended a meeting at the University of Missouri Extension office in Kingston and then joined Commissioner Rex Hibler at the Planning and Zoning meeting at the courthouse.

Leanne Jorns and Sheriff Jerry Galloway discussed construction of outdoor recreation area at the CCDC.

Jerry Galloway met with commissioners regarding a separate payroll schedule for the dispatch.

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance.

Commissioners met with road and bridge supervisor Jeff Campbell. Jeff discussed a report from Mark Huck of Burns and McDonalds on the replacement of the closed bridge on Mill Creek Drive.

County Clerk Christine Owen attended the tax sale with Collector/Treasurer June Grooms.

Conflict of Interest Ordinance 08-26-2019 was adopted. Jonathan Abbott did the first reading. Rex Hibler motion to adopt 08-26-2019. Bud Motsinger 2nd the motion. A roll call vote was taken, Bud voted yes, Rex vote yes, Jonathan voted yes. Rex did the 2nd reading. Jonathan motion to adopt, Bud 2nd the motion, a roll call vote was taken, Rex voted yes, Bud voted yes, Jonathan voted yes.

Commissioners met with Mark Merrill. Bud signed a check for the repairs done to the LEPC trailer

Commissioners spoke with Aaron Jones of Allstate by phone regarding the RCPP application.

Commissioners met with Randy Railsback of Green Hills Regional Planning Commission, Greg Pitchford & Cary Sayre of Allstate Consultants. Bud motioned to go to closed session per RSMO 610.021 (1) legal actions. Jonathan seconded the motion. A roll call vote was taken, Bud voted yes, Rex voted yes, Jonathan voted yes.

Commissioners signed a letter to Rumery & Associates for the termination of the contract that the county had with Terry Rumery for Little Otter Creek.

Commissioner Bud Motsinger attended the Hamilton Community Alliance meeting.
