April 1, 2022
Commissioner Motsinger called the meeting to order in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Roll call: Bud Motsinger; present, Rex Hibler; present, Jonathan Abbott; present. Commissioner Abbott moved to approve the agenda and Commissioner Hibler seconded. A roll call vote was taken; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Payroll was signed and the pooled cash report was reviewed.
Commissioner Abbott moved to approve the January 27, 31, February 14, 18, 22, 28, March 4, 21, 28 meeting minutes. Seconded by Commissioner Motsinger. A roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners and Clerk Owen went upstairs for the quarterly department heads meeting.

April 4, 2022
Commissioner Bud Motsinger called the meeting to order at 8:30 am in the commissioner’s room of the Courthouse with County Clerk Christine Owen. Roll call: Bud Motsinger-present; Rex Hibler- present; Jonathan Abbott- was absent. They opened the meeting with the Pledge of Allegiance. Commissioner Hibler moved to approve the amended agenda and Commissioner Motsinger seconded. A roll call vote was called as follows; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.
Citizen Dale Akey sat in on the meeting.
Weekly bills were paid, and the pooled cash report was reviewed.
Commissioners met with Jeff Campbell, Road and Bridge Supervisor. They discussed a box on Pross Rd. They discussed a mini backhoe bid from Kubota for $74,700 and a bill from Murphy Tractor for $89,600.
They approved to order the Kubota mini backhoe. Jeff had field cultivated the Little Otter Creek crop ground at $110.00 per hour.
Commissioner Abbott arrived.
Commissioners met with Donna Sanders of Grant Township on Holstein Road about brush.
Commissioners interviewed Laynee Collins for the janitor position at the courthouse.
Commissioners met with Terry Rumery to discuss economic development opportunities for the county.
Commissioners called Sheriff Mitch Allen to discuss a bill. Commissioner Hibler moved to approve the transport bill which was over the budgeted line item. Seconded by Commissioner Abbott and a roll call vote taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners had a conference call with Charlie Zitnik of DA Davidson and Megan Miller of Gilmore & Bell to discuss questions on LOC financing.
Commissioners interviewed Lisa Burbage for the janitor position at the courthouse. They offered her the position at $11.50 per hour.

April 5, 2022
Commissioners Bud Motsinger and Rex Hibler attended the Little Otter Creek Reservoir onsite QA/CQC meeting at 10:00 AM at the construction lab site.
Commissioner Jonathan Abbott traveled to Jefferson City and testified at the Senate hearing for the Rules and Ethics committee regarding House Bill #HB2005.

April 11, 2022
Commissioner Bud Motsinger called the meeting to order at 8:30 am in the commissioner’s room of the Courthouse with County Clerk Christine Owen. Roll call: Bud Motsinger-present; Rex Hibler- present; Jonathan Abbott- absent.. They opened the meeting with the Pledge of Allegiance. Commissioner Abbott arrived at 8:40 AM.
Commissioners met with Jeff Campbell, Road and Bridge Supervisor. They put in tubes last week and have been hauling rock and dealing with FEMA and the John Deere bridge construction is going well.
Commissioners opened bids for brush removal. Wayne Smith of Tri-State Construction was present and had a bid of $48,300. Another bid was opened from Davidson Tree Care and was the low bid of $15,240.
These bids were for multiple sites in Davis Township on Black Oak Rd, Evans Rd, Tait Park Dr; in Hamilton Township on Tom Creek and Barwick Dr; in Kingston Township on Far West Dr; in Rockford Township on Ord Rd; in Grant Township on Longhorn Dr.
Commissioner Hibler moved to send certified brush letters to the following locations: in Gomer Township Section 4 on NE JC Penney Dr; in Hamilton Township Section 17 on NW Osage Dr; in Kidder Township Section 21 on NW Forest Rd; and also to put ad in the paper for brush removal on the following locations: in Rockford Township Section 21 on SW Reno Dr and and Section30 on NW Caldwell Rd & NW Mill Creek Dr. Commissioner Abbott seconded and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners met by phone with Megan Miller, Sid Douglas and Ryan Boatright of Gilmore & Bell PC concerning the bidding to mow, rake and bale the Little Otter Creek hay ground. Due to bonding issues, it was decided to brush hog the ground.
Commissioners met with Linda McElwee regarding a resolution for Patriots Day. Commissioner Abbott moved to sign the resolution. Commissioner Motsinger seconded and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners participated in a virtual call with Allstate Consultants regarding the construction at Little Otter Creek Reservoir.
Commissioners met with Recorder of Deeds Julie Hill. She said that Julie Chadwick retired and that she needs to hire a full-time person to replace her.
Commissioners called Heidi Cunningham of Liberty Bell Accounting regarding a proposal to review the payrolls of Little Otter Creek construction.
Commissioners called Steven Grant regarding a proposal to review the payrolls of Little Otter Creek construction.
Commissioners met with Andrew Shulte and Jason Brown from Grain Belt concerning the road agreement.
Commissioners met with Sheriff Mitch Allen regarding amendments to the Federal contract modification.
Commissioner Hibler moved to approve Presiding Commissioner Bud Motsinger to sign the US Marshals Service Modification of Intergovernmental Agreement on behalf of the county. Commissioner Abbott seconded and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea;
Jonathan Abbott voted yea.
Commissioner Abbott moved to go into Closed Session per RSMO 610.021(3) personnel with Sheriff Mitch Allen. Seconded by Commissioner Hibler and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.

Commissioners met with Colt Arnold & Mark Merrill to discuss the courthouse repairs. No bids were received, and we will try to get someone to look at what needs to be done. Mark said that the siren was installed at Nettleton and another will be installed in Hamilton.
Commissioner Hibler moved to approve the bid from Fosters to clean the A/C units at the courthouse. Seconded by Commissioner Motsinger and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.

Commissioners met with Jeff Campbell, Road and Bridge Supervisor and secretary Melissa Poje regarding brush removal and ads to place for brush removal. Commissioner Hibler moved to put an ad in paper for the following locations: in Lincoln Township Section 11, Tobin Valley Dr; in Hamilton Township Section 35 on NW Tom Creek & Barwick; in Kingston Township, Section 8 on NW Dillon Rd.
Commissioner Motsinger seconded and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners met with Collector/Treasurer Beth Larkins regarding the abatement of 2018 personal property taxes. Commissioner Abbott moved to abate the 2018 personal property taxes. Commissioner Hibler seconded the motion and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners met with Danny Kincaid of DanComp Computers LLC about a contract with the county.
Commissioners met with Terry Rumery to discuss economic development for the county.
Commissioners met with Hillary Hosman, Sheriff Mitch Allen, Assessor Beverly Alden, Jeff Campbell, Mark Merrill to discuss the 911 addressing that needs to be updated in the county.
Commissioners met with Sheriff Mitch Allen to review bids for the Sheriff’s office and detention center. The following bids were received: IHP for rooftop A/C $15,674.00; Fosters for rooftop A/C $18,602.00; for a freezer at detention center from IHP for $19,590.00 and one from Fosters for $19,954.00. No decision was made.
Commissioners met with Caleb Bardwell and Greg Pitchford regarding fencing for the property line with Little Otter Creek.
Commissioners met with Don Fotheringhame of 221 Construction to discuss the damage from the water leak at the courthouse.
Commissioners met with Prosecuting Attorney Brady Kopek to discuss the Grain Belt road use agreement.
Commissioner Abbott moved to hire Heidi Cunningham of Liberty Bell Accounting to review the payrolls of the Little Otter Creek construction. Commissioner Hibler seconded and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.

April 25, 2022

Commissioners met with Jeff Campbell, Road and Bridge Supervisor. The aluminum box culvert will be delivered May 12 to be used at Antelope and County Line Road. They will disc the Little Otter Creek ground this week to prepare for seeding.
Commissioners met with Melissa Poje about the pay for election workers.
Commissioners met with Prosecuting Attorney Brady Kopek and Jason Brown and Andrew Schulte from Grain Belt to discuss the road use agreement.
Commissioners discussed the bid to repair the courthouse. Commissioner Abbott moved to accept the bid from 221 Construction for $112,131.26 and Commissioner Hibler seconded. A roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioner Abbott moved to transfer $25,000 from general revenue to the election fund per the 2022 budget. Commissioner Hibler seconded and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners called Attorney Padraic Corcoran and Ed Proctor to discuss the IDIQ for Little Otter Creek.
Commissioners had a call from Brady Manning from Wan-Rac about broadband in the county.
Commissioners called Don Fotheringhame of 221 Construction. It was decided that a down payment of $40,000 will be made to start and then progress payments of $20.000 and the balance at the final walk through.
