Commissioners Minutes for May 1, 2019

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler attended a meeting at the courthouse in Gallatin with Davies County Commission to discuss mitigation options for Little Otter Creek.

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler along with the CORP and NRCS held an open house at Church of the Nazarene in Kingston for public comment on the Little Otter Creek project.

Commissioners Minutes for May 3, 2019

Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Commissioner Jonathan Abbott was absent.

Payroll was signed.

Commissioners met with Sharon Wright to discuss a part-time person to work in the license office.

Assessor Beverly Alden discussed the upcoming Board of Equalization with the commissioners.

Commissioners Minutes for May 6, 2019

Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance. Commissioner Jonathan Abbott arrived at 8:45 AM.

Road and bridge supervisor Jeff Campbell discussed plans for a new road and bridge building with the commissioners. It would be a 100’ by 50’ building and is in the budget. It would be next to the existing building on the County’s road and bridge property. Campbell also discussed the need for a newer bulldozer and would like to see about trading in the two old ones.

Commissioners signed the Caldwell County Purple Heart Resolution No. 2019-5 which they adopted on April 29th. It will be presented to the Department of Missouri Military Order of the Purple Heart as soon as it can be arranged. Caldwell County will be listed as a Purple Heart County on the National website of the Military Order of the Purple Heart.

Rex Hibler moved to adopt Caldwell County Ordinance No. 05-06-2019 Imposing the collection of fees for funding 911 emergency services. Jonathan Abbott seconded the motion. Motion passed and a roll call vote was taken, Rex Hibler voted yes, Jonathan Abbott voted yes, Bud Motsinger voted yes. This will be presented to the 911 ACCD and included with a letter to send to the Director of the Department of Revenue.
Commissioners signed the ordinance, “Caldwell County Ordinance No. 05-06-2019 Imposing the collection of fees for funding 911 emergency services”.

Leanne Jorns and Sheriff Jerry Galloway met with the Commissioners regarding the Caldwell County Detention Center’s elevated outdoor recreation area which included a teleconference with Kevin Rost of Goldberg Group Architects, PC to answer some questions they had.

Commissioner paid weekly the bills.

Commissioners attended a 911 ACCD meeting in Maysville.

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance.

Mark Merrill met with commissioner regarding public safety. Mark will attend the SEMA conference for 3 days.

Road and bridge supervisor Jeff Campbell met with commissioners. He is making progress on brush letters that were sent out.

Commissioners met with Leanne Jorns, Sheriff Jerry Galloway and Kevin Rost with Goldberg Group Architects, PC. Kevin shared the final plans for the Detention Center’s elevated outdoor recreation area with the group and they discussed putting it out for bid.

Beverly Alden met with commissioners and discussed impact notices that will be sent out.

Commissioners met with Terry Rumery regarding economic development and Little Otter Creek.

Weekly bills were paid by the commissioners.

Commissioners signed the bi-weekly payroll.

Clerk Christine Owen presented the commissioners with the recorded judgement from the Shoal Creek Fire Protection District. This will be levied for taxes this year.

Commissioners Rex Hibler and Bud Motsinger attended a meeting at Marceline with Allstate Consultants.

Commissioner Jonathan Abbott attended the Courthouse BBQ for employees during the lunch hour.

Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Commissioner Jonathan Abbott was absent. The meeting was opened with The Pledge of Allegiance.

The commissioners paid weekly bills.

Road and bridge supervisor Jeff Campbell met with commissioners to give updates on projects. They installed tubes in several locations.

Met with 911 Coordinator Marty Gray, discussed trunking issues with 911 on Saturday and Sunday. This is a CenturyLink issue. They had several calls that got rerouted due to CenturyLink issues and not the county’s equipment. New consoles were installed and now are able to dispatch from another county if required during a disaster.

David Adams with Green Hills met with the Commissioners. A Reconnect Grant (USDA) could bring broadband to some areas in Caldwell County who don’t have service. He asked for a letter of support from the county that he could include with the application for this grant.

Commissioners C.R. Bud Motsinger and Rex Hibler attended a TAC (Transportation Advisory Committee) meeting at Green Hills Regional Planning Commission in Trenton.

Commissioners Minutes for May 28, 2019

Commissioners met with Jeff Campbell for updates on road and bridge projects and his plans to start on replacing the Peak Dr bridge deck.

Commissioners held the bid opening for brush removal on Barwick Drive at 8:45 AM. There were no bids to open.

Commissioners paid weekly bills.

Commissioners met with citizens Robert Witmer and Donna Sanders expressing concerns about Hereford Road and Holstein Road in Grant Township.

Commissioner Bud Motsinger left at 9:45am.

Commissioners Rex Hibler and Jonathan Abbott went to Liberty to pick up the County’s Explorer that was repaired.

Commissioners Minutes for May 31, 2019

The bi-weekly payroll was signed, and the March minutes were signed and approved to publish in the newspaper.

Danny Kincaid with DanComp Computers LLC, which is the county internet technology provider, met with the commissioners to share the plans for computer updates and the upgrades for the access points in the courthouse. Most of these updates will have to be completed before the end of the year. The commissioners would like an estimate of all needed upgrades and the most feasible option for the courthouse.

Clerk Christine Owen introduced Chrissy Peters, Director of Elections with the State of Missouri to the commissioners. Ms. Peters is in the process of visiting counties that had new clerks elected this year.

Commissioners met with Marty Gray, the emergency management director, to discuss the damaged repeater charger at Breckenridge and the ACCD-911 communication systems and the need for a tornado siren at the county’s Anderson Memorial Park. He said that Nettleton and Hideaway Lakes may also need a tornado siren.

Mark Merrill spoke to the commissioners regarding public safety and the recent storms and flooding in the area and about the emergency sheltering classes and CPR classes that are planned.

The commissioners met with Walt Schley representing The Patriot Members of The Department of Missouri Military Order of the Purple Heart, U.S.A. Mr. Schley spoke with the commissioners at the Great Northwest Days in Jefferson City about becoming a Purple Heart County. On May 6th, the commissioners signed Resolution No. 2019-5 to declare Caldwell County a Purple Heart County. The commissioners presented the resolution to Mr. Schley. In turn, Mr. Schley presented Caldwell County with a plaque for the dedication and support in honoring America’s Combat Wounded Veterans. The presentation took place on the front lawn of the courthouse beside the memorial of Veterans of all Wars. Citizens will see signs going up around the county.

Treasurer June Grooms met with the commissioners regarding a list of unpaid personal property taxes from 2014 and 2015 that are deemed to be uncollectible. She would like to clear the tax books of these and stated that the county would still be able to collect these taxes if these taxpayers came back into the county. Rex Hibler moved to outlaw the 2014 personal property tax statements totaling $339.28 including the county portion of $14.20. The motion was seconded by Jonathan Abbott and a roll call vote was taken. Bud Motsinger voted yes, Rex Hibler voted yes, and Jonathan Abbott voted yes. Rex moved to outlaw the 2015 personal property tax statements totaling $10,088.49 including the county portion of $330.44. Bud Motsinger seconded the motion and a roll call vote was taken. Jonathan Abbott voted yes, Rex Hibler voted yes, and Bud Motsinger voted yes.
