Commissioners Minutes for March 4, 2019
Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen.
Commissioners opened the meeting with the pledge of allegiance.
Bills were paid for the week.
They met with road and bridge supervisor Jeff Campbell for updates in his department. They also spoke about the annual township meeting on March 28th at the Nazarene Church. Jeff brought to the attention of the commission about utility companies in the area doing work on and around our county right of ways. He would like for them to contact Road and Bridge to let them know where they are working and approximate dates. They also need to repair anything that may be damaged in the process.
Commissioners met with the Emergency Management Director, Mark Merrill and 911 Coordinator Marty Gray to discuss public safety. Marty said that he has scheduled some town hall meetings for people to ask questions or get more information on the 911 ballot issue. March 12 will be at Kingston Church of the Nazarene and another at the United Methodist Church in Hamilton on March 13. The Hamilton meeting will also have a Red Cross emergency shelter 101 class.
Mark talked about the EOC/EMD meeting coming up on March 18th at 10am at the Nazarene Church for county employees to attend. Mark also let the commissioners know that the grant for the storm sirens was approved for $25,387.50 and that we would be getting two sirens, one to be placed in Kingston and the other to be installed at Cowgill. A smaller portable desktop unit or wall mounted unit was discussed for New York School and Mirabile School and possibly the Detention Center. The commissioners asked Mark to get quotes for the desktop and wall mounted units.
Jonathan Abbott made a motion to accept this grant from SEMA in the amount of $25,387.50 along with the invoice to Blue Valley Public Safety Inc. for $23,865.00 to order 2 sirens. The motion was seconded by Rex Hibler. A roll call vote was taken. Bud Motsinger voted yes, Jonathan Abbott voted yes, Rex Hibler voted yes.
Mark Merrill had a meeting with LDS Church on February 26th and at the Methodist Church in Hamilton on February 27th regarding a storm shelter and training.
Commissioners talked with Phil Minnick and Mason West with M & W Electric regarding the large court room that needs modifications. Judge Jason Kanoy is requesting a separate set of light switches to be able to shut off half the lights in the courtroom when they need to show slides or video. The sheriff’s office needs some LEDs to replace some older lights. M & W Electric will provide us a bid and get started as soon as possible. Minnick said the rebate from the LED replacements at the courthouse will come directly to Caldwell County. Commissioners asked them about installing two dusk to dawn lights on the North side of the courthouse where the employee’s park and enter the building. M & W Electric will look into this.
Prosecutor Brady Kopek met with Commissioners regarding legal matters. Discussed the Log Creek Bridge case filing which should be very soon. Commissioners asked Brady to come to the township meeting on March 28th and speak about sunshine law and the county brush law. The Commissioners inquired if there is an ordinance about Utility Companies working in our county right of ways and them notifying the county when and where they will be working. Jeff Campbell would like for this to be done and Brady Kopek will discuss with Jeff to see what he requires and if we have already adopted something to cover it.
Christine spoke with the commissioners regarding the quarterly meeting they scheduled for March 11 at 10am. They decided to have all department heads attend this meeting and get their input on forming an employee roundtable to meet monthly to help with employee morale within the county.
Collector/Treasurer June Grooms showed the commissioners a document she signed for banking purposes.
Judge Jason Kanoy discussed the lighting in the courtroom.
Dennis Lund spoke with the commissioners regarding smoke alarms for courthouse.

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler went to Jefferson City to meet with the Army Corps of Engineers to discuss the 404 permits, mitigation and public meeting. Also present were DNR, NRCS and Allstate & Olsson Engineers.

Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse. County Clerk Christine Owen was absent.
Payroll was signed.
Commissioner Jonathan Abbott arrived at 8:45AM.
Commissioners met with Liberty National Insurance concerning the $3000.00 free accidental death policy insurance that the county has for the employees.
Commissioners met with Ed Proctor and discussed mitigation ecological flows NEPP. Ed turned in a bill for $77,486.75 – $10,486.75 and $67,000.00. We will pay Bill Ford (NEPA) Lawyers from the $10,486 that Ed deducted from the bill. Colt Arnold joined the meeting to discuss planning and zoning.
Commissioners talked with Marty Gray about a new laptop computer that would cost $550.00. The Sheriff agreed to pay half from law enforcement sales tax fund and asked if the Commission would pay the remainder of it since it was used for both dispatch and 911. Jonathan Abbott made a motion to pay half the cost from General Revenue for the 911 use of the computers. The motion was seconded by Rex Hibler. A roll call vote was taken. Bud Motsinger voted yes, Jonathan Abbott voted yes, and Rex Hibler voted yes.
Commissioners discussed the Senior Services Tax renewal on the April 2nd ballot.
Commissioners Minutes for March 11, 2019
Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Commissioner Jonathan Abbott was absent.
The meeting was opened with the pledge of allegiance.
Jeff Campbell was present to discuss Road and Bridge matters. He informed the commissioners that the bid of $1,150.00 for the fuel tank from the City of Kingston was accepted.
Commissioners met with Greg Pitchford from Allstate Consultants. Jeff Campbell sat in on the meeting also. Greg has meeting minutes that will be distributed from of last week’s meeting (at NRCS office in Jefferson City) with the CORP. Mitico has mitigation credits available for purchase with no risk to the CORP or the public. Greg visited with Mitico and told them all of the money is going out of Caldwell County and would like to see some within the county. Mitico can oversee the LOC project. Greg will visit with Ed Proctor about this proposition. Ten days prior to the SEIS going in is when the 404 will be submitted.
Commissioners held a quarterly meeting with the department heads and elected officials.
Commissioners met with Terry Rumery. He mentioned the new medical marijuana factory is looking for a location in the area and policies need to be reviewed to cover this in our county.
Diane Forsythe President of Tree Climbers in Davies County, owner of History House in Pattonsburg, Mo and Don Porter met with the commissioners. They are interested in old books that may be stored in the courthouse attic. Diane brought some old history books that she had purchased at a sale in Kingston. These books contain teachers reports and other information about Caldwell County, MO schools. She is looking for the other books that go with them. She has these books: 1) 1942-1943 2) 1947-1948 3) 1949-1950.
Randy Railsback of GHRPC met with commissioners. A Memorandum of Agreement was signed by Bud and Christine. NMSWMD (North Missouri Solid Waste Management District) Region B – signed agreement with us to show who our board members are to represent Caldwell County and also the GHRPC for the transportation advisory committee and on board of directors Green Hills Rural Dev., Inc.

Jeff Campbell Road and Bridge supervisor reported that Longhorn Road is still closed. They discussed a drafted agreement for placement of utilities within county right of way. Jeff would like for the county to adopt this agreement.
9:02am Bid opening for new boiler at the Detention Center. Sheriff Jerry Galloway and Leanne Jorns were present for opening.

Mark Merrill wanted to clarify the location of our Kingston storm siren with the commissioners. It will be placed on Caldwell County property by the old jail. He also said that the 1st Wednesday of every month is when the sirens will be tested at 10am and only if weather is uneventful. City of Cowgill agrees to do maintenance of replacing batteries every 4 years.

Rex Hibler made motion to approve Olsson Contract Amendment #8 to the letter agreement for professional services for Little Otter Creek Dam 404 Permit Assistance. Olson Project No. 012-2007. The motion was seconded by Bud Motsinger. A roll call vote was taken. Bud Motsinger voted yes, Rex Hibler voted yes, Jonathan Abbott was absent.
Michelle Fagerstone and Deb Ramey with the 2nd Harvest met with the commissioners. They discussed their distribution of food through the mobile food panty in Braymer, Polo and Hamilton.
Bud Motsinger made a motion to sign the 2019 agreement with the Buchanan County Region “H” Homeland Security Regional Response System. The motion was seconded by Rex Hibler. A roll call vote was taken. Bud Motsinger voted yes, Rex Hibler voted yes, Jonathan Abbott was absent.

Commissioner Jonathan Abbott arrived at 8:40.
Jeff Campbell discussed the document drawn up for utilities that do work on our right of way. We will make some minor corrections before putting this in place. Jeff brought to attention of Commissioners that he needed more materials for repairs of the bridge on Longhorn Rd. He buys in bulk so he will be ordering a semi load to restock supply. He has some ditch work planned and discussed some complaints on brush.
Carol Phares, Paula McCoy, Darren Hicks and Denny Herring of the Senior Tax Board met with the Commissioners regarding the dispersal of 2019 funds.
Mark Merrill gave the Commissioners an update on the storm sirens. Installation will be soon. Mark will see if schools will pay half to help cover the cost. Need three portable desk top units for New York School, Mirabile School and Caldwell County Detention Center. Jonathan Abbott made a motion to purchase three of the portable desk top units at $550 each with shipping it comes to $1,743.48. The motion was seconded by Rex Hibler. A roll call vote was taken. Rex Hibler voted yes, Jonathan Abbott voted yes, Bud Motsinger voted yes. Mark discussed public safety with the Commissioners.
Brady Kopek met with the Commissioners regarding the upcoming township meeting that he will be speaking at.
Debbie Davis with MU Extension Council met with Commissioners regarding the old historic jail and the possibility of looking at the old jail for use as an extension office.
Jeff Campbell and Mitch Allen discussed with the Commissioners about Gospel Lane.
Christine Owen discussed the Collectors Annual statement that Treasure June Grooms had completed.
Met with Judge Jason Kanoy regarding board bills. Sheriff will have to collect the board bill.
